About this file

This is a Statement of Need (SON) for the procurement of replacement bleachers for the 72 FSS/FSY Youth Center, dated August 12, 2026. The requesting organization seeks to replace 25-year-old bleachers that have reached the end of their service life due to safety concerns and regulatory write-ups. The vendor must provide MAXAM telescopic bleachers manufactured by Hussey Seating Company (or approved equivalent meeting identical dimensional and safety tolerances) with complete installation, including demolition and removal of existing equipment. The new bleachers will be wall-attached, manually operated, multi-tier retractable seating designed for indoor gymnasium environments.

The system specifications include an installed length of approximately 45 feet, fully deployed depth of 9 feet 1 inch, 5 rows of seating with 22-24 inch row spacing, heavy-duty structural steel frame with black powder coat finish, exterior-grade plywood decks with non-slip surfaces, and CourtSide collection HDPE seats with anatomical curved design. The system must include minimum four ADA-compliant wheelchair spaces, center-aisle handrails, full-height end guardrails, automatic mechanical tier locks, and comply with IBC and ICC 300 load standards (minimum 120 lbs/sq ft active live load). Installation must be performed by a factory-certified installer with formal structural and operational safety testing prior to government acceptance. The required delivery date is 60 days after contract award to Building 5520 (POC: Mindy Whittington, 734-7866). The vendor is responsible for removal and installation at no damage to surrounding infrastructure. A manufacturers' 5-year warranty, 24/7 technical support, and on-site training for at least five designated staff members are required. An OPSEC review letter has been signed by the current OPSEC manager and sent to the Contracting Office.
