Youth Center Telescopic Bleachers Replacement – Statement of Work Summary
This is a Statement of Work and Commercial Product Specification for the replacement of gymnasium bleachers at the 72 FSS/FSY Youth Center. The requesting organization requires the demolition of existing 25-year-old bleachers that have reached the end of their operational service life and possess active safety write-ups, followed by the supply and installation of a new wall-attached, manually operated telescopic spectator seating system. The contractor shall provide all labor, materials, equipment, transportation, and supervision for demolition and disposal in accordance with federal, state, and base environmental regulations, as well as delivery, assembly, and full installation of the replacement system.
The proposed system must be based on the Hussey Seating Company MAXAM Telescopic Series or approved equal, with specifications including approximately 45 feet installed length, maximum 9 feet 1 inch deployed depth, 5 rows of seating with 22- to 24-inch row spacing, heavy-duty structural steel understructure with black powder coat finish, exterior-grade plywood decks with non-slip overlay, and contoured HDPE seating. The system must comply with ADA accessibility requirements including a minimum of four integrated wheelchair spaces and companion seating, incorporate safety features such as center-aisle handrails, full-height guardrails with 50 lbs/ft lateral load rating, and automatic mechanical tier locks, and conform to International Building Code and ICC 300 standards with minimum 120 lbs/sq ft active live load capacity. Installation must be executed by a factory-certified installer, with formal structural and operational safety testing prior to government acceptance. Delivery is required 60 days after contract award to Building 5520, with the point of contact being Mindy Whittington (Phone: 734-7866). The contractor is responsible for all shipping, freight, offloading, site preparation, and final cleanup, and must provide a manufacturer's standard 5-year warranty and hands-on training to facility staff upon completion.

Statement of Work (SOW) & Salient Characteristics
Project Title: Youth Center Telescopic Bleachers Replacement
Requesting Organization: 72 FSS/FSY Youth Center Document Type: Commercial Product Specification & Statement of Work
1.0 Background and Objective
The 72 FSS/FSY Youth Center requires the replacement of its existing gymnasium bleachers. The current bleacher system was installed 25 years ago, has reached the end of its operational service life, and possesses active safety write-ups. Replacement is necessary to restore facility safety, eliminate structural hazards, and provide reliable, code-compliant seating for spectators.
2.0 Scope of Work
The Contractor shall provide all labor, materials, equipment, transportation, and supervision required to:
1. Demolish and Dispose: Dismantle, remove, and safely dispose of the existing 25-year-old gymnasium bleachers in accordance with federal, state, and base environmental regulations.
2. Supply and Install: Deliver, assemble, and fully install a new, wall-attached, manually operated telescopic spectator seating system matching the salient characteristics defined in Section 3.0.
3. Wall Attachment: Securely anchor the new bleachers to the gymnasium wall structure to allow seamless retraction, maximizing available floor space when not in use.
3.0 Salient Characteristics & Technical Specifications
The contractor's proposed system must meet or exceed the following physical, functional, and material specifications (based on the Hussey Seating Company MAXAM Telescopic Series or approved equal):
Specification Category
Salient Characteristic / Requirement
System Classification
Wall-attached, manually operated, multi-tier retractable spectator seating system designed specifically for indoor gymnasium environments.
Installed Length Approximately 45 feet (45' total continuous length).
Fully Deployed Depth
Maximum 9 feet, 1 inch (9' 1") extending from the mounting wall.
Capacity & Layout
5 rows (tiers) of seating. Standard 22-inch to 24-inch row spacing to ensure adequate legroom and egress.
Understructure Frame
Heavy-duty, high-tensile structural steel shapes forming a rigid, self-supporting understructure, finished with a corrosion-resistant black powder coat.
Decks & Under-decking
Minimum 5/8-inch exterior-grade plywood panels with a durable, non-slip textured poly-wear surface overlay.
Seating Type CourtSide collection or equivalent, contoured HDPE (High-Density Polyethylene) seats, 10-inch (254 mm) depth, featuring an anatomical curved design with a front "waterfall" edge to alleviate thigh pressure.
Operational Method
Manual operation utilizing a high-efficiency pull-handle/draw-bar system.
Tracking System Self-supporting first-row wheels and structural guide tracks to allow smooth, single-operator extension and retraction without binding.
4.0 Compliance, Safety, and Structural Load Standards
4.1 Accessibility Compliance (ADA)
• Wheelchair Spaces: The bleacher system must feature a minimum of four (4) integrated, ADA-compliant wheelchair seating locations recovered directly within the system's active footprint.
• Companion Seating: Adjacent companion seating must be structurally integrated as required by the Americans with Disabilities Act (ADA) and the International Building Code (IBC).
4.2 Safety & Egress Features
• Aisle Handrails: Center-aisle, self-storing, or removable structural steel handrails with round profiles, finished in high-visibility safety colors.
• End Rails (Guardrails): Full-height steel guardrails at both open ends of the bleacher system, meeting a minimum lateral load requirement of 50 lbs/ft at the top rail.
• Locking Mechanisms: Automatic mechanical tier locks that securely lock each row in the fully extended position to prevent accidental retraction during occupancy.
4.3 Structural Load Ratings
The system must fully conform to the International Building Code (IBC) and ICC 300 (Standard for Bleachers, Folding and Telescopic Seating, and Grandstands) load ratings:
• Active Live Load: Minimum 120 lbs/sq ft active horizontal framework capacity.
• Sway Load: 24 lbs/linear ft parallel to seats; 10 lbs/linear ft perpendicular to seats.
5.0 Execution, Installation, & Testing
• Certified Installer: Installation must be executed exclusively by a factory-certified installer authorized by the manufacturer.
• Safety Certification Testing: Prior to final government acceptance and sign-off, the installer must conduct a formal structural and operational safety test (including full open/close cycles) to demonstrate code compliance and smooth mechanical operation.
6.0 Logistics, Delivery, and Schedule
• Required Delivery Date (RDD): 60-Days After Contract Award (DAC).
• Delivery & Installation Location:
• Address: Bldg 5520
• Point of Contact (POC): Mindy Whittington (Phone: 734-7866)
• Shipping & Handling: The vendor is fully responsible for all shipping, freight, offloading, site preparation, demolition debris removal, and final clean-up of the installation space.
7.0 Warranty, Training, and Security
7.1 Warranty & Training
• Warranty: Manufacturer's standard 5-year warranty on all structural components, materials, and operation.
• Training: The contractor must provide hands-on, on-site training to designated Youth Center facility staff upon completion of installation, focusing on safe manual retraction, extension, and lock verification.
7.2 Security Requirements
• The contractor shall abide by all base security, gate-access, and operational security protocols during performance.
