About this file
This is a Standard Specifications notice document issued by the Pima Association of Governments (PAG) in support of the City of Tucson's Proposition 411 funded mill and fill infrastructure project in Wards 2 and 6. The document incorporates the 2015 PAG Standard Specifications and Details for Public Improvements, including updates 2019-1, 2019-2, and 2020-1, as binding technical requirements for the project. The project encompasses street resurfacing and infrastructure improvements across nine neighborhoods, including Venice Addition, Glenn Heights, Carlos Terrace, Rose Hill, Palo Verde/Cloverleaf, Warsaw/Cloverleaf, Swan Way, and Speedway Addition, spanning approximately 17.87 centerline miles and 342,017 square yards of roadway treatment. Key deliverables include milling and replacing existing asphalt with 2-inch low volume PAG Mix 2 and PG 76-22 TR+ binder, constructing 169 ADA-compliant curb access ramps, installing 25 speed humps, and replacing 2 speed tables. A pre-bid meeting is scheduled for October 21, 2024, at 2:00 pm, with final bids due on October 30, 2024, at 2:00 pm Arizona local time. The project must be completed within 240 consecutive calendar days from the notice to proceed.
The estimated project cost is over $10 million based on the Engineer's Opinion of Probable Cost of $10,314,917. The project is funded through Proposition 411 and requires contractors to meet a 4% Small Business Enterprise (SBE) participation goal with identified subcontracting opportunities in concrete, underground utility, traffic control, and trucking. Successful bidders must provide performance and payment bonds for 100% of the contract amount and comprehensive insurance coverage including commercial general liability, commercial automobile liability, and worker's compensation, with liquidated damages assessed at $2,790 per calendar day of delay. The procurement incorporates federal compliance requirements including domestic preference provisions and equal opportunity guidelines. Where conflicts arise between the Special Provisions and the PAG Standard Specifications and Details, the Special Provisions shall prevail. The 2015 PAG Standard Specifications and Details are available for purchase in printed or electronic format through the PAG website at http://apps.pagregion.com/standardspecifications/.
