About this file
This document is a Special Provisions file for a Proposition 411 Mill and Fill Project involving the City of Tucson, Department of Transportation and Mobility (DTM), and multiple neighborhood districts. The project encompasses mill and fill resurfacing of streets and construction of curb access ramps in nine neighborhoods: Venice Addition, Glenn Heights, Rose Hill Estates, Pima Verde, Cloverleaf, Warsaw, E Speedway Tracts, W Swan Way Addition, and Carlos Terrace. The total project scope includes 17.87 centerline miles and 342,017 square yards of roadway treatment, with 169 curb access ramps to be constructed. The work will be completed within 240 consecutive calendar days from the notice to proceed, utilizing a 2-inch asphalt mill and replace process with low volume PAG Mix 2 and PG 76-22 TR+ binder.
The project is funded through Proposition 411 and will involve milling existing asphalt, preparing roadway surfaces, installing new asphalt, replacing speed humps and tables, and constructing ADA-compliant curb access ramps. The contract will use performance-graded asphalt binders meeting specific technical specifications, with particular attention to traffic control, erosion management, and utility coordination. The work includes comprehensive requirements for surface preparation, herbicide application, pavement treatment, and post-construction restoration. Contractors will be responsible for detailed traffic management, resident notifications, and maintaining access to residential and commercial properties throughout the construction process.
