About this file

This document is an Engineer's Opinion of Probable Cost prepared by the City of Tucson for Proposition 411 Phase 1 Ward 2-Ward 6, a comprehensive street resurfacing and infrastructure improvement project managed by Project Manager Tim Rhine, P.E. The project encompasses mill and fill operations across approximately 342,017 square yards of roadway spanning nine neighborhoods including Venice Addition, Glenn Heights, Carlos Terrace, Rose Hill, Palo Verde/Cloverleaf, Warsaw/Cloverleaf, Swan Way, and Speedway Addition. Major work items include removal of existing bituminous pavement by milling, roadway grading, placement of aggregate base and asphaltic concrete mix, installation of 25 speed humps and 2 speed tables, construction of 169 curb access ramps, adjustment of 229 sewer cleanouts and 349 potable water valve boxes, pavement markings, and complete traffic control operations. The pre-bid meeting is scheduled for October 21, 2024, at 2:00 pm, with bids due on October 30, 2024, at 2:00 pm. Contractors must complete the entire project within 240 consecutive calendar days from notice to proceed.

The Engineer's Opinion of Probable Cost totals $10,314,917, with primary cost drivers being asphaltic concrete placement at $4,745,500 for 37,964 tons of Mix No. 2, mobilization at $650,000, bituminous material price adjustment allowance of $474,550, traffic control at $300,000, and curb access ramp construction at $741,600. The project requires a 4% Small Business Enterprise participation goal with identified subcontracting opportunities in concrete, underground utility, traffic control, and trucking. Performance and payment bonds equal to 100% of the contract amount are required. Liquidated damages are assessed at $2,790 per calendar day of delay. The project is funded through Proposition 411 and incorporates federal compliance requirements including domestic preference provisions and equal opportunity guidelines. Contractors must provide comprehensive insurance coverage including commercial general liability, commercial automobile liability, and worker's compensation.
