About this file

This is a Standard Specifications Notice issued by the Pima Association of Governments (PAG) for the City of Tucson, Arizona, establishing the baseline technical and construction standards applicable to the Military Plaza Mill & Fill project. The project involves comprehensive street resurfacing and accessibility improvements within the Military Plaza neighborhood, bounded by Stone Avenue, Toole Avenue, Broadway Boulevard, and 18th Street. The scope of work includes milling and resurfacing approximately 183,650 square yards of roadway using 2 inches of PAG Mix #2 (Low Volume) with PG 76-22TR+ binder, constructing 200 curb access ramps with detectable warning surfaces, and installing 12 speed humps. A mandatory pre-bid meeting is scheduled for Wednesday, December 17, 2025, at 10:00 a.m. via Microsoft Teams, with bids due by Tuesday, January 13, 2026, at 2:00 p.m. Arizona local time. The specifications incorporated by reference include the 2015 PAG Standard Specifications and Details for Public Improvements with updates 2019-1, 2019-2, and 2020-1, which are available for download or purchase at http://apps.pagregion.com/standardspecifications/.

The project is funded through Proposition 411 with federal ARPA funds and includes a 4 percent Small Business Enterprise (SBE) participation goal, with eligible firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code. The estimated project cost ranges between $5,000,000 and $10,000,000, requiring contractors to submit a bid bond equal to 10 percent of their total bid amount and performance and payment bonds each at 100 percent of the contract price. Bidders must possess an appropriate Arizona Registrar of Contractors license, maintain a City of Tucson business license, and register with the City's procurement portal prior to submission. The project requires compliance with Americans with Disabilities Act provisions, federal immigration verification requirements, HUD Section 3 workforce provisions mandating that 25 percent of labor hours be performed by Section 3 workers, and preservation of historic elements including concrete stamps and trolley tracks. Contractors must maintain comprehensive general liability insurance of $1,000,000 per occurrence with a $2,000,000 general aggregate and submit a Subcontractors List identifying all SBE and first-tier subcontractors with contract values of $5,000 or more.
