About this file
This document is a specification reference file for the Pima Association of Governments (PAG) incorporating standard specifications and details for public improvements. The specifications detailed in the 2015 PAG Standard Specifications and Details for Public Improvements, along with updates 2019-1, 2019-2, and 2020-1, are referenced as foundational requirements for the Park Avenue at Ohio Street street lighting project in Tucson, Arizona. The project, managed by the City of Tucson with FHWA funding, requires the installation of 2 light poles with 10-foot tapered mast arms, 2 LED luminaires with photocell controls, conduit, pull boxes, a meter pedestal, and incidental work at the intersection of Park Avenue and Ohio Street. A pre-bid conference is scheduled for Tuesday, July 22, 2025, at 10:00 am, with bid opening on Wednesday, August 20, 2025, at 2:00 pm Arizona time. The contract term spans 150 calendar days total, comprising 120 days for equipment ordering and 30 days for construction.
The project is priced between $100,000 and $250,000 and carries liquidated damages of $640 per calendar day for delays. Bidders must hold an appropriate Arizona Contractor's License and maintain comprehensive insurance coverage. The project has a 0.00% Disadvantaged Business Enterprise goal, though DBE participation is encouraged. Small Business Enterprise participation is emphasized for prime contractors, subcontractors, suppliers, and joint venture partners. Federal compliance requirements include Davis-Bacon wage rates, Equal Employment Opportunity provisions, and Build America Buy America Act requirements. The project is federally funded through FHWA and requires coordination with multiple utilities including Tucson Electric Power, City of Tucson Fiber, Cox Communications, Lumen, Southwest Gas, Verizon, and Tucson Water. Contract execution is contingent on annual approval by the Tucson Mayor and City Council. In cases of conflict between these Special Provisions and the PAG Standard Specifications, these Special Provisions prevail.
