About this file

This is a Standard Specifications and Details document issued by the Pima Association of Governments (PAG) that establishes technical requirements and standards for public improvements applicable to the City of Tucson's Military Plaza Mill & Fill project. The project scope encompasses comprehensive street resurfacing and accessibility improvements within the Military Plaza neighborhood, bounded by Stone Avenue, Toole Avenue, Broadway Boulevard, and 18th Street. The work includes milling and resurfacing approximately 183,650 square yards of roadway using 2 inches of PAG Mix #2 (Low Volume) with PG 76-22TR+ binder, constructing 200 curb access ramps with detectable warning surfaces, and installing 12 speed humps. A mandatory pre-bid meeting is scheduled for Wednesday, December 17, 2025, at 10:00 a.m. via Microsoft Teams, with bids due by Tuesday, January 13, 2026, at 2:00 p.m. local Arizona time. The project is estimated to cost between $5,000,000 and $10,000,000 and is funded through Proposition 411 with federal ARPA funds.

Bidders must possess an appropriate Arizona Registrar of Contractors license, maintain a City of Tucson business license, and register with the City's procurement portal. The project includes a 4 percent Small Business Enterprise (SBE) participation goal, with SBE firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code. Contractors must submit a bid bond equal to 10 percent of their total bid amount and performance and payment bonds each at 100 percent of the contract price, along with comprehensive general liability insurance of $1,000,000 per occurrence with a $2,000,000 general aggregate. Compliance with HUD Section 3 workforce provisions requires that 25 percent of labor hours be performed by Section 3 workers. The 2015 PAG Standard Specifications and Details for Public Improvements, including updates through 2020-1, are incorporated by reference and serve as the governing technical standards for all work, with Special Provisions superseding the standard specifications in cases of conflict.
