Buckler Road Water Main Replacement - Project Summary

This is a Standard Specifications document issued by the Washington Suburban Sanitary Commission (WSSC) for water distribution system construction in Maryland, specifically supporting the Buckler Road Water Main Replacement project. The project involves installing approximately 2.17 miles of water mains comprising 0.33 miles of 4-inch diameter pipe, 1.35 miles of 8-inch diameter pipe, and 0.49 miles of 10-inch diameter pipe, along with approximately 1.14 miles of water service house connections in Clinton, Prince Georges County, Maryland. Sealed responses must be submitted via WSSC's eProcurement Portal (https://procurement.opengov.com/portal/wsscwater) prior to 2:00 pm on Wednesday, June 3, 2026. The contractor must furnish all pipe and fittings necessary for construction and comply with comprehensive quality assurance, testing, and inspection requirements outlined in the specifications.

The specifications establish detailed requirements for materials, installation procedures, joint assembly, fire hydrant placement, water service connections, field testing including hydrostatic pressure testing, chlorination and dechlorination protocols, and temporary bypass systems. The contractor is responsible for handling and storage of materials, performing work within WSSC's standard 5-day work week unless authorized for extended hours, paying overtime costs for WSSC inspection services beyond standard hours, and maintaining settlement and subsidence within specified tolerances. Payment is structured by linear footage for pipe installation, by each for service connections and structures, and includes excavation, bedding, backfill, and incidental appurtenances. The contractor must obtain all necessary permits, provide traffic control, implement erosion and sediment control measures, and restore all disturbed areas to pre-construction conditions at no additional cost to WSSC.

Engineer’s review and mutual acceptance of Contractor’s schedule is for conformance to requirements of the Contract Document. Review and mutual acceptance by Engineer of Contractor’s schedule does not relieve Contractor of any of its Contract Document

01330-6 2026 responsibilities for accuracy or feasibility of schedule, or of Contractor’s ability to meet interim project milestone dates and Contract completion date, nor does such review and mutual acceptance expressly or impliedly warrant, acknowledge or admit the reasonableness of the logic, durations, manpower, or equipment loading of Contractor’s schedule.
