About this file
This is a Special Provisions document for the Washington Suburban Sanitary Commission (WSSC) Water in Maryland, outlining submittal procedures and construction requirements for the Buckler Road Water Main Replacement project. The project involves installing approximately 2.17 miles of water mains consisting of 0.33 miles of 4-inch diameter pipe, 1.35 miles of 8-inch diameter pipe, and 0.49 miles of 10-inch diameter pipe, along with approximately 1.14 miles of water house connections in Clinton, Prince Georges County, Maryland. Sealed responses are due via WSSC's eProcurement Portal by 2:00 pm on Wednesday, June 3, 2026, with late responses not accepted. The special provisions require contractors to provide project signs at five specified locations: the corners of Brandywine Road and Hellen Lee Drive, Brandywine Road and Buckler Road, Brandywine Road and Florence Court, Terence Drive and Paros Drive, and Clinton Manor Drive and Pin Oak Street.
The contract is subject to the American Iron and Steel (AIS) Act requirements, mandating that contractors submit a certification letter from manufacturers or suppliers on letterhead within two weeks of the Notice to Proceed identifying all products subject to AIS requirements, and before incorporating any AIS-eligible materials into the work. Contractors must submit all required AIS material certifications and identify any items for which AIS waivers are sought, with notifications to WSSC required within two days of waiver submittal or approval/rejection. Additionally, if construction encounters existing Lead Service Lines (LSL), Galvanized Requiring Replacement (GRR) service lines, or unknown service line materials, contractors must immediately cease activities and report to the WSSC Contract Manager before resuming work, with coordination required before construction begins if impacts to homes with LSL, GRR, or unknown service line materials are known.
