About this file
This is a Notice of Proposed Sole Source Purchase (SSP 25_001) from the University of Southern Mississippi (USM) for Ex Libris Primo, a comprehensive discovery tool for the USM Libraries. The notice outlines USM's intent to procure this software through a sole source purchase, with objections being accepted until September 18, 2024, at 8:00 AM CST. The procurement requires a comprehensive and flexible discovery tool to integrate multiple platforms, databases, and collections into a single search interface without requiring a developer to configure. Two advertisement dates are scheduled for September 3 and September 10, 2024.
The justification for sole source procurement states that Primo VE is proprietary and only available from Ex Libris, with unique capabilities to normalize data from multiple systems including Alma, ArchivesSpace, CONTENTdm, Digital Commons, Preservica, and The Ex Libris Central Discovery Index. The university negotiated pricing terms from a 5% annual increase down to a 2% annual increase, with the total cost being less than the annual salary of a qualified developer. Alternative solutions like Blacklight and Vufind were considered but rejected due to their requirement for a standalone server and full-time developer, which the University Libraries does not have.

Notice of Proposed Sole Source Purchase
SSP 25_001
The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
USM Libraries requires a comprehensive and flexible discovery tool to integrate the multiple platforms, databases, and collections needed by the University community into a single search, that does not require a developer to configure.
2. Explanation of why the commodity is the only one that meets the needs of the agency:
Only Ex Libris' Primo allows us to normalize the data from each system ‐‐ including but not limited to Alma, ArchivesSpace, CONTENTdm, Digital Commons, Preservica, and The Ex Libris
Central Discovery Index (CDI) ‐‐ into the same interface, regardless of its original format, without the need for a developer or maintaining our own technical infrastructure. Additionally, the platform must support multiple search views with independent branding and the ability to customize the search data for each view.
3. Explanation of why the source is the only source is the only person or entity that can provide the required commodity:
Primo VE is proprietary and only available from Ex Libris.
Other comparable discovery solutions do not meet our requirements. Some solutions such as
Blacklight and Vufind are open source and necessitate having a standalone server as well as a full‐time developer on staff, which University Libraries does not have. Some other solutions will only bring together one or two systems but not all our systems.
4. Explanation of why the amount to be expended for the commodity is reasonable:
The amount for the software is lower than the annual salary for a qualified developer.
5. Efforts that the agency went through to obtain the best possible price for the commodity:
The price was negotiated down from a 5% increase per year to a 2% increase per year.
