About this file
This document is an Invitation for Bid (IFB) from the Mississippi Oil and Gas Board (MSOGB) for the plugging and remediation of the Neal No. 1 Well (API # 23-095-00069) located in Monroe County, Mississippi. The well already has a CIBP set at 4,650 feet and a cement plug from 1,160-1,400 feet, with the USDW located at approximately 1,070 feet. Due to a downhole obstruction, the deepest attainable depth is approximately 700 feet. The MSOGB is requesting the successful bidder to set a 200-foot cement plug at approximately 700 feet or deeper, a 25-foot cement plug at the surface, and cut off all casing and pipe at least 3 feet below ground level with a welded steel plate on top. Additionally, an unrestricted NORM survey must be completed.
The MSOGB is seeking to retain, on a contract basis, an Orphaned Well Plugging Contractor who will plug, remediate, restore, and reclaim orphaned oil and gas wells and well sites located throughout the State of Mississippi, including Alcorn County. Interested parties should contact David Snodgrass or Morris Welch at the MSOGB for any questions or further information.

ATTENTION PROSPECTIVE ORPHAN WELL PLUGGING CONTRACTORS:
Re: IFB RFx No. 3160006831 - Neal No. 1 Well (API # 23-095-00069), Monroe County, Mississippi – Orphan Well Plugging and Remediation Procedures Update
Included within IFB RFx No. 3160006831 is the Neal No. 1 Well (API # 23-095 00069) located in Monroe County, Mississippi. Said well already has a CIBP set at 4,650 feet and a cement plug from 1,160-1,400 feet. The USDW is located at approximately 1,070 feet. Due to a downhole obstruction, the deepest attainable depth thus far is approximately 700 feet. With these factors in mind, Mississippi Oil and Gas Board staff recommends that your proposed plugging procedures and proposed bid amount for the plugging of said well account for the following:
1. Set a 200 foot cement plug at a depth of approximately 700 feet, or deeper in the event greater depth can be achieved; coordinate with MSOGB technical and field staff should a deeper depth be attainable.
2. Set a 25 foot cement plug at the surface to include both the casing and annulus.
3. All casing and pipe must be cut off at least 3 feet below ground level and a steel plate must be welded on top of the cut casing.
4. Complete an unrestricted NORM survey.
