About this file
This document is a Question and Answer (Q&A) document related to a solicitation issued by the Mississippi Oil and Gas Board (MSOGB) for the Plugging of Orphaned Wells. The MSOGB is seeking to retain, on a contract basis, an Orphaned Well Plugging Contractor who will plug, remediate, restore, and reclaim orphaned oil and gas wells and well sites located throughout the State of Mississippi. The solicitation number is 3160006831, and the contract will cover work performed in various jurisdictions within Mississippi, including Alcorn County. The Q&A document provides clarification on items such as the performance bond requirement, licensing and certification requirements for contractors, and the submission of the bid package.
The document also indicates that the MSOGB has already awarded separate contracts for engineering services and methane monitoring related to this effort. Contractors are welcome to present joint proposals between specialized firms for the plugging and remediation services. The MSOGB will not require an endorsement for Professional Liability Insurance, as this coverage is addressed within the other provisions of the Insurance, Bond, or other Surety section of the contract.

Paragraph 2 The bond requirement is vague as to the dollar amount of the performance bond required and does not reference if a bid bond is required. Can you give us clarification on this?
Exhibit “B”, Paragraph 2 will be amended to reflect the following:
Upon being awarded a contract, Contractor shall provide the MSOGB with a performance bond executed by a surety company authorized to do business in the
State of Mississippi or a letter of credit in a form suitable to the MSOGB in a sum of not less than $50,000.00, conditioned upon the faithful and prompt performance and completion of the work specified in the contract.
5 6.2 n/a I am unaware of any license and/or certification to provide Plugging
Services. Could you please advise on what may be required?
For general purposes, a contractor is only required to have and maintain a business license valid in the State of Mississippi. (See
Paragraph 6.2)
If H2S or other hazardous materials exist on a particular well site, the contractor, or his subcontractor, must possess the necessary licenses and qualifications needed to handle these materials.
6 8.2.1 n/a Exactly what is the “Original Bid
Package” that is referenced in
8.2.1 to be signed & submitted? Is it just the Attachments or are you really asking to send this entire
Invitation back?
Only the completed attachments need to be submitted with the contractors proposed bid response.
7 8.2.7 n/a Similarly, 8.2.7 references each page of the “bid form” and all attachments shall be identified with the name of the bidder – but I noticed Attachment B is actually named “Bid Form”.
On each of the attachments, fill in the blanks with the required information and sign where requested.

Paragraph 2 Do I have to get a bid bond before the deadline or only if I am awarded the contract?
Upon being awarded a contract, Contractor shall provide the MSOGB with a performance bond executed by a surety company authorized to do business in the
State of Mississippi or a letter of credit in a form suitable to the MSOGB in a sum of not less than $50,000.00, conditioned upon the faithful and prompt performance and completion of the work specified in the contract.
9 7 n/a Should we expect to have to add this endorsement of professional liability insurance
MSOGB will waive the need to provide an endorsement for Professional Liability
Insurance (See Paragraph 7(e)). This coverage is addressed within the other provisions of Section 7 entitled Insurance, Bond, or other Surety.
