About this file

This document is a Single Source Justification (Simplified Acquisition) for a one-year service and maintenance package contract for the Lenel Access Control System (ACS) at Eglin Air Force Base. The 350 SWW requires maintenance and support for approximately 450 components across 30 secure facilities in seven buildings, including semi-annual preventative maintenance, annual software updates, and support for ACS equipment and workstations.

The justification highlights limited vendor options due to the specialized nature of Lenel brand products and the critical response time requirements for secure facility access systems. Two local authorized Lenel resellers were identified: Allied Universal (primary provider for over 10 years) and Security Engineering Services. The document notes that unless more authorized Lenel vendors can be brought to the local area, this will remain a single-source requirement. The contract emphasizes the need for an authorized dealer capable of supporting the existing infrastructure, with specific focus on protecting and accessing classified information in secure facilities.

CONTROLLED UNCLASSIFIED INFORMATION

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan?

Contracting Activity: AFTC/PZIO, Eglin Air Force Base, FL.

Project/Program Name:

Purchase Request / Local ID Number:

D Yes

Section B: Description of the Supplies/Services Required

The 350 5WW requires a one year service and maintenance package contract that provides full functionality of existing/installed Lenel Access Control System (ACS) software and hardware. The 350 SWW currently has 30 secure facilities utilizing Lenel brand hardware and software applications. The 350 SWW secure facility PACS consists of roughly -450 individual components.

Vendor will provide and meet the following requirements in buildings 1312, 1310, 1358, 68, 18C, 351, and 614 at Eglin AFB, FL;

1. Maintenance, service, and support of Lenel ACS

2. Semi-annual preventative maintenance and Inspections

3. Annual Lenel software update, as well as support of ACS equipment and workstations.

4. Vendor must be an authorized dealer/seller of Lenel products and services and capable of supporting existing infrastructure.

Further details of the requirements listed above can be found on the SOW.

Section C: Justification for Soliciting from a Single Source or Brand Name

Sources capable of providing authorized repairs and warranty work on Lenel brand equipment is limited to authorized dealers of Lenel brand products. Due to the nature of protecting and accessing classified information in secure facilities, response time for repairs is crucial. This requirement alone limits potential vendors to those in close proximity to Eglin AFB.

Section D: Efforts to Obtain Competition

This justification is a brand name requirement. There are two vendors local to Eglin AFB that are authorized resellers of Lenel brand hardware and software. Allied Universal (AUS) (formerly Securadyne), large business, is the primary provider of PACS for Eglin AFB and has been for quite some time (1 o+ years). Security Engineering Services (SES), small business, is the other local dealer. Both vendors offered similar MX plans for roughly the same price.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Unless there is a way to bring in more authorized Lenel brand product vendors to the local area, there will always be a sole/ single source requirement for this service.
