Section B: Description of the Supplies/Services Required
Malmstrom AFB Unaccompanied Housing (UH) requires an upgrade to the Access Control System for all 11 active dormitories.
The current ONITY brand Access Control System is antiquated, running on a stand-alone Windows XP computer and can no longer be supported. Both the outdated software system and the exploitable magetic strip key cards create a large security vulnerability to our Airmen. UH is requesting the Onity Trillium Radio Frequency Identification (RFID) and OnPortal Encoding System, which will significantly enhance the credential security using contactless RFID. This new system not only uses the latest encrypted key cards for high security, but also has an on-board DirectKey module that provides secure wireless communication of credentials from a resident’s smartphone to the locking device via Bluetooth® Smart communications. The work will include the purchase and installation of 988 interior and 52 exterior RFID locks to include a replacement encoding system.
Section C: Justification for Soliciting from a Single Source or Brand Name
10 U.S.C 2304(c)(1), the property or services needed by the agency are available from only one responsible source or from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency, as implemented by FAR 6.302-1(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).
(1) An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer-
(i) Does not provide for full and open competition, regardless of the number of sources solicited; and-
(ii) Shall be justified and approved in accordance with 6.303 and 6.304
(A) If only a portion of the acquisition is for a brand-name product or item peculiar to one manufacturer, the justification and approval is to cover only the portion of the acquisition which is brand-name or peculiar to one manufacturer. The justification should state it is covering only the portion of the acquisition which is brand-name or peculiar to one manufacturer, and the approval level requirements will then only apply to that portion;
(B) The justification should indicate that the use of such descriptions in the acquisition or portion of an acquisition is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company: and
(C) The justification shall be posted with the solicitation.
The ONTIY brand Access Control System is currently installed and in use. Replacing the current system with a new brand of access system is expected to require physically modifying the current doors, based on market

November 2018 FOR OFFICIAL USE ONLY Page 2 of 2 research and feedback from other bases who changed systems, which will cost tens of thousands of dollars more in costs and would increase the time required for completing this requirement. Physical modifications to the doors will weaken the structural integrity of the doors and degrade the fire rating. The dormitory staff are trained with the ONITY brand and there will be additional time and cost added to the project if retraining is required.
Section D: Efforts to Obtain Competition
Market Research revealed that multiple vendors are able to offer the ONITY Access Control System. This requirement can be competed under brand name and does not need to be sole sourced to one vendor.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until such a time as the ONITY Access Control System is replaced in it's entirety without significant cost to the Government for system training and locking mechanism alterations to real property, future requirements will continue to be advertised as brand name.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
