STATEMENT OF WORK

FOR

Malmstrom AFB, MT

341st Missile WG Dormitories Locks Upgrade

28 April 2022

1. Summary of Expectations.

1.1. Introduction. This Statement of Work (SOW), defines non-personnel services to be performed by the contractor to accomplish the upgrade and modernization of the dormitories campus on Malmstrom AFB. The work will include the purchase and installations of 988 interior and 52 exterior RFID locks in 11 different facilities and all supporting equipment.

1.2 Background. The current antiquated access control system runs on Windows XP, and many man-hours are used for resident lock-outs. Users have to carry a separate keycard, and when those get lost it creates a significant amount of work for them to get back into their room. There is also an inability to code existing keys, further creating a complicated, cumbersome system that requires updating and modernizing to better take care of the residents of the 11 dorms on the campus.

1.2. Scope. The Contractor shall install 988 interior and 52 exterior locks in 11 different facilities, which will replace all key card locks currently in use, to include dorm rooms, day rooms, laundry rooms, exterior doors and any other related areas. Contractor will also provide all tools and systems required for operations such as computers, encoder, RFID keys as applicable. Contractor shall provide training to the Airmen Dorm Leaders on how to operate the system. In addition contractor shall provide training to 341st CES locksmith on how to maintain, repair and replace the new RFID locks. The contractor shall supply all project management, supervision, labor, material, parts, tools, test equipment, transportation, temporary systems and travel to affect the site survey engineering, design, installation, and testing needed to accomplish the project as required in this

Statement of Work. The Contractor shall utilize survey information to analyze the project requirement, perform engineering design tasks, and develop the data deliverable in Microsoft Office Application format. The

Contractor shall accomplish all necessary actions to identify and contact subcontractor(s) required for project implementation.

1.2.1 Locking system will be capable of utilizing RFID keys, Common Access Card, or a smartphone app to conduct locking/unlocking for the user through secure wireless communication of credentials via

Bluetooth or another wireless communication method.

1.2.2 New components should function with the existing Mortise locking mechanism or require minimum modification.

1.2.3 The system must have and maintain a higher administrative level of function and access for the caretakers of the system to be able to access and operate any door quickly and easily.

1.2.4 The system must be standalone, and cannot be hardwired into existing electrical utilities (battery powered).

1.2.5 Any systems on exterior doors will have weatherproofing to ensure long-lasting reliability.

1.3 Force Protection: Contractor personnel are required to abide by all real world Force Protection Condition

(FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.

1.4 Anti-Terroism (AT) Awareness Training: In accordance with DoDI O-2000.16v1_AFI 10-245-O, Antiterrorism (AT) Program Implementation, ensure Level I - AT Awareness Training is completed by all personnel within 30 days of requiring access, and annually thereafter. The training will be provided by the government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures. This training will be conducted by

341st Contracting Squadron, by providing a written pamphlet for review.

1.5 Codes. Comply with the UFC, National Electric Code, National Electrical Safety Code, International

Building Code, and all other applicable: Federal, State, County, and City codes, regulations, and ordinances.

1.6 Working Hours. The contractor shall perform all the routine services required under this contract during the following hours: 0700 through 1600 Monday through Friday, with the exception of Federal Holidays, or when the base is officially closed by the base commander.

2. Installation

2.1. Overview. The contractor’s proposal shall be a direct replacement of the old lock system with minimal modification to the doors and shall meet or exceed the current security standards, while providing a new, modernized system for both residents and Dorm Management staff to utilize.

2.2 Equipment Installation. Install 988 interior and 52 exterior locks in 11 different facilities which will replace all key card lock currently in use in any dorm room, day room, laundry room and any other related areas. Contractor will also provide support required for operations such as computer, encoder, RFID keys and any other necessary equipment required to utilize the system. Contractor shall provide training to the Airmen

Dorm Leaders on how to operate the system. In addition contractor shall provide training to 341st CES locksmith on how to maintain, repair and replace the new RFID locks.

2.3 Exterior Lock Corrosion Control Prevention. All locks that are outside should be adequately protected from excessive wear and tear associated with the weather.

3. Test and Acceptance

3.1 The Contractor shall perform site testing and function checks on all equipment installed and provide results to 341st CES Unaccompanied Housing Section. Any installed mechanisms found to be nonfunctional during the initial function checks must be either repaired or replaced at the contractor’s expense.

4. Warranty

4.1. Contractor Shall. The Contractor shall provide a warranty not less than one year after install on all equipment. The Contractor’s minimum warranty provisions shall include.

4.1.1. On-call Contractor support. The contractor shall provide a 4 hour response time to all reported component failures during normal duty hours, 0700 hrs. to 1630 hrs. Monday through Friday. For service after duty hours, reporting response shall be the opening of the next calendar day, weekends included.

4.1.2. Next day direct contractor support should the failure exceed maintenance support capabilities.

4.1.3. Overnight shipment of all failed components upon notification of system failure.

4.1.4. Provision of all parts and labor at no additional charge to the Government.

4.1.5. The Government reserves the right to require the contractor to replace/change any component(s) that is defective. All components shall be original system parts or approved replacement part authorized by the

Government in writing prior to replacement.

4.1.6. The Contractor shall provide one single point of contact for system faults.

4.1.8. Corrosion control of all outside installed components.

5. Documentation

5.1. Deliverables. If applicable, All contract deliverables that involve maps or other geospatial data must meet the following requirements.

5.1.1 988 interior and 52 exterior locks installed at 11 different facilities.

5.1.2 11 Terminals (1 per facility) that allows for the 341st CES Unaccompanied Housing Section to access all locks and restore access for a lock-out within that facility.

5.1.3 All necessary manuals, training materials and guides associated with the system provided for the

Unaccompanied Housing Section

5.1.4 Lesson material provided during the course to train the 341 CES Locksmith and Unaccompanied

Housing section.

6. Environmental Health and Safety

6.1 Comply with the highest degree of environmental protection or safety practices where any disagreements between requirements exist. The contractor shall be liable and responsible for all costs resulting from non-compliance, whether accidental or intended.

7. Mishap Notification and Reporting

7.1 The contractor shall immediately report any and all injuries and damage involving the contractor, Air Force civilian, or military personnel to the QAE and the Wing Safety Office and cooperate fully in all safety investigations. Contractor shall maintain records of contractor employee’s occupational injuries, illnesses, and other related activities as required.

8. Government Furnished Property and Services

8.1. The Government will provide electrical power through the use of outlet available within the work areas.

8.2 Contractor employees may use the nearest Sanitary Facilities.
