MALMSTROM AFB, MT
Dormitory Access Controls
1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Funds are not presently available for this effort. No award will be made until funds are available. The Government reserves the right to cancel this RFQ either before or after the closing date. In the event the
Government cancels this solicitation the Government has no obligation to reimburse an offeror for any costs.
2. This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA462622QLOCK
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.
4. This procurement is being solicited as a total small business set-aside. The North American
Industry Classification System (NAICS) code is 332510 Hardware Manufacturing with a small business size standard of 750 employees. The product service code for this procurement is 5340 Hardware, Commercial.

8. The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and
Commercial Services (Nov 2021), applies to this acquisition.
FAR 52.212-1 Addenda:
Offerors’ quotation shall conform to the required specifications as referenced in paragraph 6 above and as attached to this solicitation. Any offeror providing an “or equal” item shall specifically state how its item is an “or equal” substitute.
Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 24
June 2022 to the individual(s) referenced in section 15 below.
All personnel requesting access to Malmstrom Air Force Base must possess a valid State or
Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
Your quotation must remain valid through 31 July 2022. The expiration date of your quotation must be clearly marked.
9. The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial
Services (Nov 2021), applies to this acquisition. Evaluations will be based on price.
The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
Offerors shall be ranked by price in ascending order from lowest priced to highest.
Quotations shall then be evaluated on the basis of how the quotation conforms to the required specifications as attached to this solicitation. Any quotation not meeting the required specifications shall be deemed non-responsive and therefore, ineligible for award. Award shall be made to the lowest-priced quotation that also meets the required specifications contained in this solicitation. If the lowest offer’s price is https://www.dhs.gov/current-status-states-territories determined fair and reasonable and the offeror is determined to be responsible, that offer represents the best value for the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. If the lowest priced offeror is not determined responsible, the next lowest-priced offeror will be evaluated and the process will continue (in order by price) until an offeror is deemed to have the lowest price and determined responsible or until all offerors are evaluated.
10. The provision at FAR 52.212-3, Offeror Representations and Certifications—Commercial
Products and Commercial Services (Nov 2021) with its Alternate I (Oct 2014), applies to this acquisition. All Contractors are required to have an active registration in the System for
Award Management (SAM) at the time of quotation submitted.
11. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and
Commercial Services (Nov 2021), applies to this acquisition.
12. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services (Jan 2022), applies to this acquisition.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
