About this file
This document is a Sole Source Justification (SSJ) for a Department of Veterans Affairs contract for Par Excellence Weight-Based Inventory Management System (IMS) Support Service. The procurement is for a five-year contract (base year plus four option years) from 7/26/2025 to 7/25/2030, with an estimated base year price of $82,975.56. The contract will support the Cincinnati VA Medical Center (VAMC) and its Community Based Outpatient Clinics (CBOCs) in Ohio, Kentucky, and Indiana.
Par Excellence Systems Incorporated is the sole source provider, having installed the current weight-based inventory management system in 2019. The contract requires providing proprietary software licenses, support services, and ensuring continuous interface with the VA Vista Generic Inventory Point (GIP) system. Market research confirmed no alternative vendors can provide this specialized service, and the government determined that replacing the system would result in substantial duplicate costs. The contract will be firm-fixed price, invoiced monthly, and includes all necessary personnel, equipment, and software licenses to operate the system 24/7.
