About this file
This Sole Source (Including Brand Name) Justification document covers a procurement for replacing a boiler system at Joint Base San Antonio (JBSA) Lackland. The 502d Contracting Squadron is seeking a brand-specific Rite Model #450WG boiler for Building 10504, a four-story dormitory facility built in 2006. The project involves removing the existing non-operational boiler and installing an identical replacement to maintain the current heating system's infrastructure and compatibility with the building's Direct Digital Control (DDC) system.
The procurement will be solicited as a 100% Small Business Set-Aside under NAICS code 238220, with an estimated period of performance of 120 days. Market research included multiple postings on SAM.gov, generating responses from small businesses. The justification emphasizes that switching to a different boiler manufacturer would require extensive modifications, potentially causing significant additional costs, system performance risks, and project complexity. The total estimated value of the acquisition is redacted, but the requirement is for a low-pressure steam boiler that meets the facility's long-term heating needs while remaining energy-efficient and code-compliant.

This acquisition is being issued by the 502d Contracting Squadron/JBKAA, on behalf of the 502d Civil Engineering Squadron, JBSA Lackland, TX.
II. Nature and/or description of the action being processed.
This project is to remove, dispose of and install a replacement boiler system with the same brand and model as the existing non-operational unit: Rite Model #450WG, serial #05-29846. This replacement shall remain a low pressure steam boiler, energy-efficient, code-compliant system that meets the long-term heating needs of the facility.
III. Description of supplies/services required to meet agency needs.
The contractor shall furnish all supervision, labor, materials, tools, equipment, transportation, incidentals, and quality assurance required for the removal, disposal, and replacement of the existing Rite gas-fired boiler system and associated components in Building 10504, JBSA- Lackland TX.
Building 10504 is a four-story dormitory facility built in 2006, located at Lackland. The gross square footage of the facility is approximately 165,841 square feet (SF). The facility's Heating, Ventilation and Air Conditioning (HVAC) system consists of 264 Fan Coil Units (FCUs) that serve dormitory rooms, along with four (4) Variable Air Volume (VAV), four (4) Air Handling Units (AHUs) and 29 associated terminal units that provide heating and cooling to the building's common areas. Additionally, three Outside Air Units (OAUs), each equipped with an energy recovery wheel, are located on the attic level and provide conditioned outside air to improve ventilation and indoor air quality. The HVAC system is supported by a 250-ton air-cooled chiller that supplies chilled water to the FCUs, AHUs, and OAUs. Heating is provided by a 4,500 MBH (Milli-BTU per Hour) gas-fired boiler that distributes hot water throughout the building and must be replaced.
The total estimated value of this acquisition is $ Estimated Period of Performance 120 days.
This requirement is listed on (
Approval is being requested to specify a Rite boiler, the original manufacture of the installed current boiler (Mfg No. 450WG, serial #05-29846). This replacement would retain the current operating system, connection standards, and structural configurations.
IV. Statutory authority permitting other than full and open competition.
10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), as implemented by FAR 13.501(a)
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The objective of this project is to replace the existing, approximately 21-year-old Rite boiler (Mfg Model No.
450 WG) with a new Rite boiler (Model No. 450 WG). The new boiler must be compatible with, and able to integrate seamlessly into the building's existing Direct Digital Control (DDC) system.
The existing boiler and control system are specifically designed and configured to integrate seamlessly with Rite boiler connection standards. This includes DDC integration, MAWP Water specifications and piping configurations. Switching to another manufacturer would necessitate extensive and potentially disruptive modifications to the existing infrastructure. This includes, but may not be limited to, re-piping, re-sizing of

These modifications would result in significant additional costs, potential risks to system performance, increased project complexity, and potential system downtime.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Refer to VIII
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Efforts to obtain competition will continue through market research to identify potential future sources. In accordance with FAR 11.105, that restricting competition to the Rite brand name is necessary to meet the Government's minimum needs, and that use of the "or equal" provision is not appropriate in this case.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The requirement was initially posted on SAM.gov in July 2025 under NAICS 238220 as a brand name or equal, receiving five small business responses. It was later reposted in August 2025 under NAICS 333414 as a brand name procurement, generating three responses, before being refined again back to NAICS 238220, which produced four additional responses.A DSBS review showed limited small business availability under NAICS 333414 (only one in Texas), but a much larger pool under NAICS 238220 (19 businesses). RFIs sent to six firms resulted in one WOSB response, which specifically recommended NAICS 238220 as the most appropriate classification.
Unlike NAICS 333414 (Heating and Air-Conditioning Equipment Manufacturing), which focuses primarily on the manufacture and direct supply of equipment, NAICS 238220 covers Plumbing, Heating, and Air-Conditioning Contractors, which inherently includes both labor (installation, repair, and replacement services) and parts (supply of HVAC/boiler components). Because this requirement involves the procurement and installation of brand name boiler systems, NAICS 238220 is the more suitable designation, aligning with industry standards and the contractor recommendation.
All contractors that responded to the original Sources Sought Notice were reviewed for capability under both NAICS 238220 and NAICS 333414. Respondents indicated capability to provide the required boiler under the revised NAICS code, and no potential vendor was excluded solely due to the change in NAICS classification.
Based on the market research conducted, it is recommended that this requirement be solicited as a Total Small Business Set-Aside under NAICS 238220. This approach is consistent with FAR 19.502-2(b), which requires a set-aside when there is a reasonable expectation that offers will be received from at least two responsible small businesses and that award will be made at fair market prices. While socioeconomic set-asides such as WOSB, SDVOSB, HUBZone, and others are not viable due to NAICS restrictions or a lack of capable respondents, the market research supports a Small Business set-aside as the most appropriate acquisition strategy. Therefore, this procurement will be solicited as a 100% Small Business Set-Aside, with a Request for Quote posted on SAM.gov. Award will be made to the responsible small business whose proposal represents the best value to the Government.
