502d CONS/JBKAA will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.

The Government will rank all quotes based on an initial assessment of the offeror’s total evaluated prices. If the Government receives 3 or fewer initial quotes, all quotes will be evaluated for Technical Acceptability. If the Government receives more than 3 initial quotes, the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of the solicitation.

Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above.

The failure of a quote to meet the Brand Name items will result in a technically unacceptable rating and be precluded for the award.

Technical Factor 1 – Offeror shall provide the Brand Name Rite Model #450 WG as stated in the Statement of Work and provided Justification and Approval. The brand name item will be considered Technically Acceptable. Any items quoted other than the exact brand name items (or EQUIVALENT items) will be considered Technically Unacceptable.

The contractor must include the following: (a) MFG name, (b) Part Number, (c) illustrations/specifications, and/or (d) literature or description.

Technical Factor 2 – Delivery & Installation Plan. The Offeror shall provide a clear delivery schedule for the Brand Name Rite Boiler Model #450 WG and an installation plan necessary to ensure the equipment is placed in full operational condition. This plan shall include:

• Key Milestones & Task Durations: A clear timeline showing the expected delivery date of the boiler and sequence of installation activities.

• Technical Approach: A concise plan describing the steps to remove existing equipment, set in place and connect the new boiler in accordance with the Statement of Work.

The standard has been met when: The offeror provides a delivery timeframe for the Brand Name Boiler Model #450 WG, along with an installation plan demonstrating that the equipment will be delivered and made fully operational in accordance with Statement of Work.

Technical Factor 3 – Certificate. The offeror shall provide proof that the personnel responsible for the installation holds a current HVAC Technician License, ensuring the boiler is installed in accordance with applicable codes and standards.

The standard has been met when: The standard has been met when: The Offeror provides proof that the personnel assigned to installation possess a valid HVAC Technician License.

Price Evaluation. The Government will then conduct a price evaluation of the lowest priced technically acceptable quote to determine that the quoted price is fair and reasonable.

Interchanges. It is the Government’s intent to award without interchanges. The Government may consider, throughout the evaluation, the “correction potential” of any quotes to this RFQ. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. The Government may determine one or a few Quoters have the highest potential to provide the best value to the Government. The Government may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. Resolution of minor or clerical issues would not constitute interchanges, and the Government reserves the right to award without the opportunity to revise quotes.
