About this file

This document is a Questions and Answers (Q&A) document for a federal contract opportunity to furnish and install a Rite Heating Boiler, Model #450 WG at JBSA Lackland, with Notice ID: FA301625Q0216 dated September 5, 2025. The project scope involves a one-for-one boiler replacement, with specific requirements including: flushing the heating system before installation, integrating the new boiler with the building's Direct Digital Control (DDC) system using BACnet, installing a new CO Monitor that will be tied into the EMCS system, and replacing the flue pipe. The government clarified that the existing concrete pad can be reused, a laydown area will be available, and work hours are restricted to Monday-Friday from 0630-1700. Questions and Answers

1. Can we use the sidewalk from the parking lot to bring in a truck, trailer, and forklift, etc?

Government Response: yes, if any damage or rutting occurs contractor must fix or put back to original state.

2. 1.2.2.6 The contractor shall flush the boiler's heating system (the loop) before installing the new boiler to remove dirt and debris that could damage the new boiler. We propose to turn the system pumps on for 10 minutes through the existing boiler and building loop, then drain the water from the boiler and refill it, we would then repeat the process three more times. Is this acceptable? If not, then engineering needs to specify exactly how they propose for the building loop to be flushed.

Government Response: yes this is acceptable

3. Will restroom facilities be available for crew use or do we need to have a portable installed?

Government Response: restroom can be used at one of the gas stations on the base or portable can be rented if contractor feels it is necessary

4. 1.2.3.8 The contractor shall integrate the new boiler with the existing building’s Direct Digital Control

(DDC) system. The existing boiler has never been connected to any building management system and regulates itself based on temperature settings at the boiler. If they want connection to a building management system, they need to specify what system interface they want installed at the boiler

(BACnet, etc.) and their building management system supplier needs to make the connection from the new boiler to their system.

Government Response: BACnet

5. Can we get contact info for the control contractor?

Government Response: there is no control contractor in place only CE shop

6. Can the existing concrete pad be reused and just added to if needed?

Government Response: yes existing concrete pad can be used

7. Can the flue piping be reused or does it need to be replaced along with the roof flashing?

Government Response:

Retrofit any vent exhaust piping, fittings, or pipe to seamlessly integrate with the current heating pipe system. The contractor is responsible for all cutting, patching and restoration of affected areas necessary to complete the replacement of the vent exhaust, matching the adjacent surfaces in finish color.

8. The scope is to change the boiler only no expansion tank or pumps changeout?

Government Response: boiler only

9. Is contact info for the control contractor available?

Government Response:

10. Can the existing concrete pad be reused and patched as needed or will the concrete pad need to be demolished and replaced completely?

Government Response: pad can be reused

11. Can existing flue piping be reused or will it need to be replaced with roof flashing?

Government Response:

Retrofit any vent exhaust piping, fittings, or pipe to seamlessly integrate with the current heating pipe system. The contractor is responsible for all cutting, patching and restoration of affected areas necessary to complete the replacement of the vent exhaust, matching the adjacent surfaces in finish color.

12. Is the intended scope of the project to change the boiler only? Or will the expansion tank and/or pumps need to be replaced as well?

Government Response: boiler only

13. Will a laydown area be available for materials and tools?

Government Response: yes laydown area will be available

14. Are normal contractor hours 0630 – 1700 Mon-Fri the only available work hours or will weekend/after hours work times available?

Government Response:

Mon-Fri only 0630 – 1700

15. Is an extension for the submission of bids being considered?

Government Response: Offer submission date will not be extended

16. Will the site visit sign in sheet be made available?

Government Response: Yes, please see attached.

17. Assume that a new CO Monitor will need to be installed as part of the scope of work?

Government Response: yes

18. If so, will this alarm need to be tied into the EMCS system?

Government Response: yes this will be tied in by 502 CES

19. Does the new boiler need a BACNet card for communication to the EMCS?

Government Response: yes provide bacnet card

20. Please advise if new boiler flue pipe is needed or re-use existing?

Government Response: replace flue pipe

21. Might the government consider a Condensing Boiler? A high efficiency condensing boiler has a thermal efficiency of 96% compared to the Rite’s 84%. A high efficiency condensing boiler will also have built-in redundancy that has (2) 2,000 MBH Modules that can operate independently.

Lastly, the new Rite Boiler will need to be a “Tear-Down” because it is wider than the existing door opening. This process will entail disassembly & removal of existing Rite boiler, full taking-apart of the new boiler, reassembly of new boiler inside of mechanical room, & then it can be piped in and started up. This will lead to time delays, longer lead-time, and more cost.

Government Response: at this time it’s a one for one swap brand name

22. Assume existing Hot Water Pump are not in need of replacement?

Government Response: existing pump will be used.

23. Assume we are only re-insulating new, modified piping and not all Hot Water Supply & Return Piping? Only re insulate what will be removed

Government Response: correct only insulate pipes you have removed and replaced for the install

24. While on the site walk, it smelled as if there was a natural gas leak at the main regulator.

Assume repairing this leak is not in our scope?

Government Response: not part of this project or in this scope of work.

25. There is a large hole in the chiller yard that has erosion which is a danger to the existing chiller pad and is fall hazard. Assume repairing this issue is not in the scope? Please advise if this repair should be included in the scope.

Government Response: do not include
