| RFP pg 60, L-11 Instructions, business proposal portion |
| The instructions for the cost breakdown for CLIN 2120 require a spreadsheet which reveals colocations. Please clarify if the calculations requested are for detailed travel costs or if they also include G&A? |
Answer: Fees are not allowable against travel costs. See G-6 Ordering Procedures, Amendment 1. Calculations for travel costs shall be detailed enough to evaluate for reasonableness, e.g. identify all parts including airfare cost, etc.

| Instructions state the technical proposal includes an oral proposal. Is the bidder required to submit a copy of the accompanying slide deck with the hard copy proposal? |
No. The oral proposal is an in-person demonstration of the hardware/software products.

| The instructions for the Orals presentation states the offerors shall use staff that will provide services under the contract? Does this mean any services under the contract to include customization? It is not limited to staff providing customization services. |

| Instructions include 2 pages for “Desired but not Required” features but do not specify instructions or a page limitation to demonstrate how the hardware and software requirements in the SOW will be met. Is there a requirement to provide this information in the technical proposal? Yes, in the Oral Presentation. |

| RFP states the proposed rollout plan shall address replacing the current inventory but does not provide any other information such as time frame (for example within OY1) or additional guidance for the rollout plan such as priority sites or groupings by Region. Will SSA consider providing additional information for clarification? |
The Rollout plan is specific to Option Year 1. See L-11 amendment 1.

| Is there a page limitation for the Rollout plan and is there a preferred format? |
No, but it should be efficient as well as complete.

| Can the new contractor reuse the parts of the existing equipment(ex. Microphones, THAT2, etc. ) If so, do all of the locations have an existing recording system with the same equipment? |
No. Reusing parts of the existing system is only to be used to maintain the existing system. That is the purpose of the 30 units to be warehoused.

| Is SSA aware that the HDX4000 has no audio input other than the built-in microphone, hence the audio for the far side participant will come from the ambient conversation in the room? |
Yes
| SOW Para 2.10, Installation |
| SOW states the equipment and cables will be installed in a way that does not create a tripping hazard, any impediment or risk to people in the hearing room. Are there any other limitations to how the equipment must be installed? For example, can the solution be installed in a small rack in the hearing room? |
No other limitations than the SOW now states.

| Will SSA grant the contractor remote internet access (Virtual Private Network- VPN) into the system for help desk support? |
This solicitation does not require help desk support
| SOW Para 2.5, Software Customization |
| Will SSA please clarify what is meant by the 240 hours of development effort anticipated during the transition phase? |
This is SSA’s estimate of the hours that will be needed to develop the customizations of the software.
| SOW Para 2.7, Mobile Solution |
| Requirements state the mobile solution shall include a carrying case that will not exceed 20 lbs with the solution inside. This does not seem feasible considering the requirements for the mobile solution. Will SSA consider increasing the weight limit? |
No, based on SSA’s physical exertion requirements, users of this system are not rated for above “Light Work”. http://www.ssa.gov/OP_Home/cfr20/404/404-1567.htm

| Will SSA be reimbursing for the labor hours required to travel? |
No. See Amendment 1, for further clarification.
| SOW Para 2.15.1, Maintenance of Existing Solution |
| SOW states the contract shall maintain a surplus of up to 30 government furnished recording units. Are these units currently in stock or will they need to be procured after award? If they need to be procured will the SSA require contractor support to procure items? Will the contractor be required to maintain those units for the life of the contract? |
These 30 units will come from existing systems that will be replaced by the new solution being proposed. These units will be backfilled as new systems are installed in the field. Support of these units are only required as long as the existing system is still in place in at least one SSA site.

| Will SSA please clarify what is meant by the third bullet: “Support the agency’s current software version for the life of the contract”? Is the intent of SSA to continue using the current solution over the entire life of the new contract? |
“Current software” is the software used by the new system being proposed. When an upgrade is available to SSA, SSA may choose not to upgrade. The contractor will maintain support of software version currently being used by SSA at that time.

| The SOW transition period only appears to cover the software customization. Is there a transition period for taking over the maintenance of the existing solution? |
The length of the maintenance for the existing solution depends on the rollout period. Once 100% of sites contain the new solution, support of the existing solution will no longer be required.

| SOW does not discuss security testing or security requirements; |
will Security testing be required before accepting new software and hardware DR solutions into SSA enterprise?
The contractors solution shall not access any other SSA system, application, or data stores other than what is identified in the technical proposal and/or the oral presentation. See Amendment 1.

| Regarding Monthly Warehousing Fee, CLIN 1100 - Will SSA provide additional details for example: warehouse size requirements, security requirements and accessibility (if applicable) for government personnel. |
Government personnel will not be required to access this warehouse. Its use is to support maintaining the existing solution by the new contractor.

| Sub sections Cs for each year refer to CLINs that do not appear on form (for example the base year refers to CLIN 132 which is not on the spreadsheet). Can SSA please confirm accuracy or modify CLINs to match instructions in sub section Cs? |
