About this file

This is Amendment 3 to a Request for Expressions of Interest (REOI) issued by the Maryland Department of Human Services, Social Services Administration (SSA), for Residential Child Care (RCC) services across nine program categories. The amendment, issued January 8, 2026, provides clarification and updates to the original REOI solicitation SSA/RCC-26-001-S. The amendment addresses the Minority Business Enterprise (MBE) subcontracting requirements and attachments that prospective offerors must include with their proposals. No specific information regarding response deadlines, site visits, bidder conferences, award dates, or contract terms is contained within this amendment document.

The amendment clarifies that providers must submit a completed Minority Business Enterprise Attachment D-1A with their proposals. While the sample attachment provided assumes two MBE subcontractors, providers may engage any number of MBE subcontractors provided the total allocation meets the overall MBE goal. Providers may also subcontract with suppliers, manufacturers, and brokers; however, the MBE Affidavit completion process differs for these arrangements. Offerors requiring additional guidance on MBE requirements should contact Procurement Officer Sang Kang. This amendment supersedes any conflicting language in the original REOI and is binding on all prospective offerors.

AMENDMENT # 3

Dear Prospective Offerors :

This amendment is being issued to amend certain information in the above named REOI. All information contained herein is binding on all Offerors who respond to this REOI. The changes are listed below. New language has been double -underlined and marked in bold (i.e. word ), and language that has been deleted has been marked with a strikethrough (i.e. word ).

1. Attached is a sample Minority Business Enterprise Attachment D -1A which is due with your Proposal. This sample assumes that your agency will have two MBE subcontractors providing services to your agency. Providers may have any number of MBE subcontractors as long as it adds up to the overall goal. Your agency can also subcontract with suppliers, manufacturers and brokers, but the
