About this file
This is a Sole Source Request and Determination document submitted by the City of Santa Fe, New Mexico, for Amendment #3 to a Professional Services Agreement with Ciber Pathway Inc. The request seeks approval to increase compensation by $1,771,968.00 for a new total contract amount of $6,078,116.40 and extend the termination date to June 13, 2026. Ciber Pathway Inc. has provided technology support services to the City since 2019, originally procured through a Statewide Price Agreement, with subsequent sole source solicitations documented in prior requisitions 50-M0087-25-CP182 and 40-M0087-24-CP101. The services include specialized support for Tyler Munis applications and business processes, payroll implementation and support, Human Capital Management year-end processing, leave accrual configuration and maintenance, finance audit reporting, billing operations, Tyler Cashiering support, UKG Kronos TeleStaff system management, and assistance with migration from EnerGov to OpenGov. The contract term is for 12 months (July 2026 through June 2027), and the Department Contact is Erin Gomez, with approval from ITT Department Director Eric Candeleria.
The pricing structure includes four primary service lines: Tyler Munis HR/Payroll and Benefits Consultant and PM at $278,400.00; Kronos Consultant at 80 hours per month for $139,200.00; Tyler EnerGov Consultant at $268,800.00; and ERP Business Analyst services at $165,600.00, with a subtotal of $852,000.00 plus GRT tax of $41,535.00 for a total of $893,535.00. Payment terms are Net 30 with billing at month-end for services rendered. The justification for sole source procurement emphasizes that Ciber Pathway Inc. possesses over 22 years of combined ERP and workforce management experience, exclusive institutional knowledge of the City's systems following successful Tyler Munis upgrades from version 11.3 to 2024, and specialized expertise that would make engagement of alternative vendors result in significant delays, increased costs, and extended project timelines. The request was submitted by Erin Gomez on May 27, 2026, and approved by the Chief Procurement Officer on June 9, 2026, after several rounds of review and revision by the Procurement Analyst Senior and Director.

We just need to adjust the language a bit. The background and a section of the details needs to be adjusted. I have scheduled a meeting so we can go over it together. If you can't make it today, we can schedule something for tomorrow.

Click all the checkboxes at the bottom of the page. Also I believe this software is considered proprietary. Write that in unsuitable alternatives section.
The department criteria section also needs to have more substance.
