About this file

This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC) regarding the renewal of a Computerized Maintenance Management System (Accruent TMS). The procurement seeks to continue the TMS platform, which provides database functionality for tracking and accessing work order history, including corrective work orders, preventative maintenance work orders, asset data management, key holder information, and construction project management. The system enables UMMC to manage work order requests, optimize service and labor assignments, track resource expenditures, and schedule preventative maintenance activities. The first advertisement date is September 14, 2026, with a second advertisement on September 21, 2026. The response deadline for objectors is September 28, 2026, at 3:00 p.m. Central Time, with the Notice of Award/No Award posted on the same date. The contract term is three years.

The estimated expenditure for the three-year renewal of Accruent TMS is $173,733.20. UMMC reserves the right to determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase spending authority accordingly. Accruent is identified as the sole provider of this product and related support, services, and development due to its unique capability to meet all of UMMC's tracking needs without requiring multiple systems. The pricing is stated to be within the expected market range for these products, having been compared against available market intelligence with identified discounts pursued where applicable. Interested parties may submit objections using the Vendor Form available from the Mississippi Department of Finance and Administration, with all objections requiring the certification in Attachment B and submission to solesource@umc.edu by the established deadline.

Project Details

1. Describe the commodity/service that the agency/institution is seeking to procure:

TMS provides a database/computerized maintenance management system for tracking and accessing work order history. TMS includes, but is not limited to: Corrective Work Orders; Preventative Maintenance (PM) Work Orders; Management of asset data; Management of key holder information; History of past work orders and Assignments; and A system of managing construction projects.

2. Explain why the commodity/service is the only one (1) that can meet the needs of the agency/institution:

All construction projects, key assignments, work order assignments, as well as all pertinent data such as asset assignment, location, dates, time, etc. are tracked in this system. This software allows UMMC the capacity to manage the work order request process, to optimize the assignment of services and labor, track expenditures of resources and schedule preventative maintenance. This is the only platform on the market with the ability to meet all our tracking needs without the need for multiple systems.

3. Explain why the source is the only person or entity that can provide the required commodity/service:

Accruent is the sole provider of this product as well as related support, services and development.

4. Explain why the amount to be expended for the commodity/service is reasonable:

The estimated amount to be expended for the renewal of Computerized Maintenance Management System for Tracking and Accessing Work Order History (Accruent TMS) is $173,733.20 for three years. Please be advised that UMMC will determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Should Accruent change their name during this certification period, then UMMC will determine if a recertification is necessary. This amount is within the expected price range for these products.

5. Describe the efforts that the agency/institution went through to obtain the best possible price for the commodity/service:

Pricing is compared against available market intelligence and identified discounts are pursued where applicable.
