About this file
Summary
This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC) for the renewal of Duke Teaching Assignment Management Software (Duke TAMS). The procurement involves software licensing and support services for the School of Nursing, which serves over 850 students from undergraduate to doctoral levels and employs over 77 full-time and part-time faculty. The software uses proprietary algorithms to match instructors with courses based on teaching history, expertise, preferences, and availability while applying the school's workload formula. The first advertisement date is September 14, 2026, with a second advertisement on September 21, 2026. The response deadline for objections is September 28, 2026, at 3:00 p.m. Central Time, with notice of award or no award posted on the same date. The contract term covers three years.
The estimated expenditure for the Teaching Assignment Management Software renewal is $60,000.00 for the three-year period, which UMMC determined to be reasonable and consistent with market pricing for comparable products. UMMC has established this as a sole source procurement under Mississippi state law, citing that Duke TAMS is the only software product of its kind available on the higher education market and that Duke University is the sole provider of the product and related support services. UMMC reserves the right to increase spending authority if additional enhancements, upgrades, support, or equipment are deemed within scope during the certification period. Interested parties wishing to object to the sole source certification must submit a completed Vendor Form and Objection Certification to solesource@umc.edu by the response deadline.
