About this file

This is a Notice of Intent to Certify Sole Source issued by the University of Mississippi Medical Center (UMMC) under Mississippi state law for the procurement of an Ophthalmic Imaging and Angiography Platform (Spectralis OCT) system. The notice was issued on August 3, 2026, by Kevin Yearick, Chief Information Officer, with the contact for inquiries directed to solesource@umc.edu. The Spectralis system is an expandable diagnostic imaging platform that combines scanning laser fundus imaging modalities, including dye-based fluorescein angiography with high-resolution simultaneous OCT imaging. The device is identified as the standard ophthalmic imaging system currently used by UMMC Ophthalmology and is the only system featuring the patented TruTrack Active Eye Tracking technology. The procurement process includes advertisement on August 12 and August 19, 2026, with objections from interested parties accepted until August 26, 2026, at 3:00 p.m. Central Time. Notice of award or no award will be posted on August 26, 2026. Objecting parties must submit responses using the designated Vendor Form and Objection Certification available through the Mississippi Department of Finance and Administration website, directed to solesource@umc.edu.

UMMC intends to award the sole source certification to Heidelberg Engineering, identified as the sole provider of the Spectralis system and related support, services, and development. The estimated procurement amount is $117,900.00 for a three-year period. UMMC reserves the right to determine during the certification period whether additional enhancements, upgrades, support, or equipment fall within scope and may increase spending authority accordingly. Pricing has been compared against available market intelligence with identified discounts pursued where applicable, and the amount is considered within the expected price range for such products. The sole source certification is justified under Mississippi state law criteria based on equipment compatibility and the manufacturer being the sole supplier capable of meeting UMMC's specialized ophthalmic imaging needs.
