About this file
This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC) CIO Kevin Yearick, issued on August 3, 2026, announcing UMMC's intention to award a sole source procurement to Heidelberg Engineering for an Ophthalmic Imaging and Angiography Platform (Spectralis OCT). The Spectralis system is an expandable diagnostic imaging platform that combines scanning laser fundus imaging modalities with dye-based fluorescein angiography and high-resolution simultaneous OCT imaging. UMMC has identified this system as the standard ophthalmic imaging system currently in use by its Ophthalmology department and notes it is the only ophthalmic imaging system featuring patented TruTrack Active Eye Tracking technology. The procurement process includes first and second advertisements on August 12 and August 19, 2026, respectively, with a response deadline from objecting parties on August 26, 2026, at 3:00 p.m. Central Time. The Notice of Award or No Award will be posted on August 26, 2026. Interested parties may submit objections using the required Vendor Form and Objection Certification available through the Mississippi Department of Finance and Administration's Bureau of Purchasing and Contracting website.
The estimated expenditure for the three-year purchase of the Spectralis OCT platform is $117,900.00, which UMMC indicates falls within the expected price range for these products. The sole source justification is based on equipment compatibility and the manufacturer's exclusive provision of the product, related support services, and development capabilities. UMMC notes that pricing has been compared against available market intelligence with identified discounts pursued where applicable. The agency reserves the right to determine whether additional enhancements, upgrades, support, or equipment fall within the scope of the certification period and may adjust spending authority accordingly. Should Heidelberg Engineering undergo a name change during the certification period, UMMC will evaluate whether recertification is necessary. Objections must be submitted to solesource@umc.edu and must include all required certification information; responses received after the deadline or lacking required information will be rejected.
