About this file

The document provided is a Question and Answer (Q&A) document related to an Invitation for Bids (IFB) for Election Services issued by the Maryland State Retirement Agency (SRA). The IFB, with the eMMA# BPM034004, is seeking a contractor to provide election services for two secret ballot elections. The Q&A addresses inquiries regarding the anticipated use of paper ballots, the pricing for paper ballot materials, and the tabulation of paper ballots. Specifically, the SRA confirmed that there is no threshold for when tabulation equipment is required onsite, and that the tabulation of paper ballots will occur at the vendor's premises. The pricing for paper ballot materials should be based on Black/White printing only, and the SRA will be responsible for postage costs.

Regarding pricing, the Q&A clarifies that the cost for return envelopes should be included in the line item for Envelopes, and the SRA will provide their permit number for the return envelopes. The Q&A also provides an estimate of approximately 100 replacement paper ballots to be used for the pricing calculation.

Question & Answer # 1

1. The IFB states, it is anticipated that a small portion of the population will vote by paper ballot. Does the SRA have a paper ballot threshold for when tabulation equipment is required on site?

No. There is no threshold.

2. Attachment B - Bid Form - Page 1 (Revised 12.13.22) - Electronic/IVR Voting Regarding the ‘Paper Ballots Requested’ section, is there an estimate for the number of replacement paper ballots that should be used for the pricing calculation?

Approximately 100 paper ballots

3. Attachment B - Bid Form - Page 2 - Paper Voting Regarding the ‘Paper Ballots’ section, is it ok to assume that the cost of a return envelope needs to be included in the pricing under ‘envelopes’ or should we add a new line item for that?

Cost for return envelopes should be included in the line item for Envelopes. The Agency will provide our permit number for the return envelopes.

4. Should the pricing for the various paper items be provided for B/W printing or Color printing or both?

Black / White printing only

5. Please confirm that all postage will be paid by the SRA and is not included in this pricing table?

Yes, SRA will be responsible for postage costs.

6. Will the tabulation of the paper ballots need to occur at the SRA offices, or do we need to perform the tabulation at our premises?

Tabulation of paper ballots will occur at the premises of the vendor..
