STATEMENT OF WORK

AIRCRAFT STRUCTURAL COMPONENT

PRIME VENDOR CONTRACT (ASCPVC)

13 Dec 2010

SECTION 1: GENERAL INFORMATION

1.1 Definition: This statement of work outlines the requirements of the Aircraft Structural Component Prime Vendor Contract (ASCPVC) effort to source, acquire, and provide the broad range of National Stock Numbers (NSN) assigned to the contract. Henceforth, these NSNs are referred to as ‘items’. The contractor shall be required to develop and maintain a flexible and cost effective means of providing the items which is responsive to the needs of the Government.

1.2 Objectives: Through analysis of historical and projected spend data, administrative costs and cycle times, and an assessment of our customers’ needs, DLA has identified a body of work which is contributing to a backlog of purchase requests (PRs), mass PR cancellations, and ultimately, less than optimum support to our customers. Due to the tactical manner in which these items have been procured, they are consuming a tremendous amount of DLA manpower and providing a poor return on that investment. This acquisition is intended to provide a more effective and efficient means for sourcing those items. Our prioritized objectives are to: (1) improve Warfighter support, (2) lower the total cost to the Government, (3) ensure the continued utilization of small business manufacturers, and (4) allow the contractor the flexibility to innovatively source and acquire the items in such a way that is mutually beneficial to the Government and the contractor.

1.3 Scope: The contractor will be required to provide the items to the Government on demand and in accordance with the terms of the contract. As the Government’s source for the items, the contractor will be responsible to the Government for the cost, quality and delivery of all items. The contractor will also be responsible for developing and implementing a sourcing plan that controls the cost and quality of the items.

1.4 Contract Type and Period of Performance: This multiple-year contract is a Firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with terms for the re-occurring pricing of items. There will be a two-year basic period of performance with options of up to three additional years, for a total potential period of performance of five years.

1.5 Ordering: Any of the Defense Logistics Agency (DLA) activities listed below may issue delivery orders to the contractor for the supplies listed in the Attachment A to the RFP. DLA Aviation Warner Robins, GA will administer the basic contract, but the DLA activity that issues an order, will administer that specific order. The ordering activities are:

DLA Aviation Richmond, VA DLA Aviation Oklahoma City, OK DLA Aviation Ogden, UT DLA Aviation Warner Robins, GA DLA Aviation Philadelphia, PA DLA Aviation Huntsville, AL Warner Robins Air Logistics Center, Robins AFB, GA Oklahoma City Air Logistics Center, Tinker AFB, OK Ogden Air Logistics Center, Hill AFB, UT Additional ordering authority may be added by bilateral modification to this contract.

1.6 Execution: Execution of this contract shall begin immediately after verification of EDI connectivity.

1.7 Vendor Management: The contractor will be required to establish a pool of subcontractors capable of providing the items identified as applicable to the contract, and then manage those subcontractors to ensure continued support throughout the life of the contract. Small businesses have, at some point, produced all of the items under this contract within the last three years and shall be utilized exclusively for the manufacturing of the goods provided under this effort.

1.8 Subcontractor Selection and Qualification: The contractor shall select the small business manufacturers they will utilize in order to leverage buying power, ensure the quality and timeliness of deliveries, and establish the business relationships that are most conducive to achieving the objectives of the contract. As required by paragraph 2.7, the contractor may have to coordinate the qualification of those manufacturers to make certain items.

SECTION 2: REQUIREMENTS

2.1 Delivery Orders (DOs): The Government shall pass requirements to the contractor in the form of a delivery order. The contractor shall then provide the items to the Government in accordance with the terms of the contract. Delivery orders will be issued electronically or manually.

2.2 Place of Delivery: The contractor shall deliver the items to the location(s) specified in each delivery order.

2.3 Quality: The contractor shall establish, implement, document and maintain a quality system that ensures conformance to all contractual requirements and meets the requirements of ISO 9001:2000 or equivalent. The requirements of ISO 9001:2000 or equivalent shall govern the requirements for quality. Items shall be manufactured in accordance with the applicable Government furnished technical data package.

2.3.1 The Contractor is responsible for notifying the PCO in writing, if the technical data package is insufficient for sourcing the items. The notification shall describe the deficiency in the data package and provide an explanation as to why that deficiency precludes the procurement of the item.

2.3.2 The contractor shall be solely responsible to the Government for all valid Quality Deficiency Reports (QDRs) submitted against the items they provide under this contract. The Government will not discuss or attempt to resolve these types of issues directly with the contractor’s vendor.

2.4 Packaging: Packaging requirements in accordance with MIL-STD-2073 apply in the following situations (which will account for approximately 98% of all actions under this contract):

• Military Distribution System (e.g., DLA depot)

• Outside of CONUS (OCONUS) shipments

• FMS shipments

• Hazardous material, as cited in the PID or in the Quality Requirements Matrix.

Items requiring higher level packaging IAW MIL-STD-2073 shall be packaged IAW the MIL-STD-2073 coded data specified in the contract or delivery order. All items shall be marked in accordance with MIL-STD 129. Hazardous items and shelf life items, as cited in the Purchase Order Text (POT) or in the Quality Requirements Matrix, shall be marked in accordance with MIL-STD 129 and clauses cited in the appendix to the matrix. The contractor is required to package material in accordance with Quantity Unit Pack (QUP) specified in the MIL-STD-2073 coded data and the Unit of Issue (UI) specified in each delivery order (DO).

2.4.1 Commercial packaging in accordance with ASTM-D3951 is required for Continental Unites States (CONUS) shipments from the contractor directly to the customer. This will normally only occur as a result of a Government request for expedited delivery.

2.5 Transportation: All items will be FOB Destination to a CONUS location and the contractor shall be responsible for all transportation coordination and costs. The contractor shall maintain comprehensive records of all shipments including the transportation control number, the date of shipment, weights, destinations, delivery order number, and transportation contract shipped against. Proofs of delivery may often be required and shall be submitted upon request by the government. Below are the destinations that the items will most likely be shipped. The exact shipping location for each delivery order will be determined based on DLA logistical needs at the time the order is issued. Specific shipping instructions will be included with each order.

DDOO Tinker , OK

DDJC Tracy, CA

DDSP New Cumberland, PA

DDWG Warner Robins, GA

2.6 Surplus Items: Before surplus material is considered to satisfy a requirement, the contractor shall notify the PCO of their intent to provide surplus items, and receive written approval from the PCO to provide those items. The decision to accept or reject an offer of surplus material is the sole responsibility of the Government.

2.7 First Article Test (FAT): Requirements for first article testing as it relates to ASCPVC Proposal development (Section 2.7.1) and ASCPVC item FAT requirements (Section 2.7.2) are contained herein.

2.7.1 All ASCPVC Proposals shall contain pricing information for production of the number of FAT exhibits called out in Attachment A to the RFP for all items in Attachment A requiring FAT. Failure to provide cost proposals for each item requiring FAT will be grounds for Proposal rejection.

2.7.2 First Article Test information for ASCPVC items requiring first article testing is contained in Attachment A to the RFP. First article testing and approval ensures that the contractor can furnish a product that conforms to all contract requirements for acceptance. First Article Testing details will be called out in each individual delivery order along with the general requirements displayed in RFP Attachment A.

2.7.2.1 There are 2 types of First Article Tests: Testing performed by the contractor and testing performed by the Government.

2.7.2.1.1 Contractor Testing, FAR 52.209-3 requires the contractor to perform the actual testing and submit a test report to the PCO through the QAR. In this scenario the Contractor bears the cost of test plan and report development and completion as well as the cost to manufacture the required number of first article test exhibits.

2.7.2.1.2 Government Testing, FAR 52.209-4, provides for the Government to perform the actual testing to verify the product, conforms to specification. In this scenario the Contractor bears the cost of first article test exhibits only. If the FAT exhibits do not pass first article testing, the Contractor, if authorized, will bear the burden of correcting deficiencies with the FAT exhibits and will bear the cost of re-performing the FAT.

2.7.2.2 All First Article Test exhibits offered must be manufactured at the facilities in which production quantities are produced under the contract, or if the first article is a component not manufactured by the Prime Contractor, such component(s) must be manufactured at the facilities in which the component is to be produced for the contract.

2.7.2.3 First Article Test Waiver: The Contractor must submit an offer including testing costs for all items. The Contractor may submit a request for waiving of first article testing. Before a waiver of the first article testing requirements on an ASCPVC item of this solicitation will be considered, the Contractor is required to submit a First Article Test Waiver request along with justification for the waiver request. The four (4) reasons for a waiver request are as follows:

2.7.2.3.1 Successful completion of a First Article Test on a recent contract for the same item(s).

2.7.2.3.2 Successful completion of a First Article Tests on a similar item on a recent contract and the item has been tested on the same or substantially similar specification(s) as those herein referenced.

2.7.2.3.3 Material has been in continuous production. Provide length of production run and date of last successful First Article Test.

2.7.2.3.4 Recent and successful performance of a first article test on the next higher assembly. A waiver may be requested in order to eliminate duplication of testing on the lower assembly.

2.8 Surge and Sustainment: Surge and Sustainment (S&S) requirements (FAR 52.211-9000) are outlined in the contract. Not all items under this acquisition have S&S requirements; those with S&S requirements are so noted in RFP Attachment A (column D). The Monthly Wartime Rate (MWR) identified in column D is specific to the associated NSN. MWR quantities are above and beyond any other deliveries that may be required under the "non surge" portion of the contract and the Government is not obligated to order any of the surge quantities. The contractor should not ship such quantities without receipt of an order clearly designated for surge quantities.

2.8.1 The contractor shall complete an online Capability Assessment Plan (CAP) – accessible at https://www.dla.mil/wicap. In addition, the contractor shall develop and maintain (in contractor format) a Surge and Sustainment Plan that describes the information provided in the online CAP. The plan must detail how the contractor plans to meet both the quantity and schedule requirements for the surge items should the S&S provisions of the contract be exercised by the Government. The plan must contain a narrative explaining the details of how the contractor’s selected S&S acquisition approach (e.g. increased production, expanded supplier base, use of on-hand inventory) will be implemented. The narrative must address manpower, materials, suppliers, production facilities, and capacity as appropriate.

SECTION 3 – GOVERNMENT PROPERTY/DATA/CPARS REPORTING

3.1 Government Furnished Property (GFP): No GFP will be provided under this effort.

3.2 Government Furnished Data: The Government will provide to the contractor all available data that may be necessary for the purchase of the items included in the contract. The data can be accessed through DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil. Vendors must have an account under DIBBS to access the technical data contained within the cFolder link.

3.3 Contractor Performance Assessment Rating System (CPARS): This contract will require CPARS reporting. Performance information will be collected and reported in accordance with established procedures and the information will be available for Government use and collection for the purpose of past performance evaluation of the contractor’s performance.
