SOLICITATION SUMMARY

This is a Standard Form 1447 sealed bid solicitation issued by DLA Aviation at Oklahoma City for the procurement of aircraft engine and engine parts manufacturing supplies. The solicitation number is SPRTA1-25-R-0457, issued on 14 AUG 2025, with offers due by 15 SEP 2025 at 4:00 PM. The acquisition is unrestricted full and open competition under NAICS code 336412 with a small business size standard of 1,500 employees. This is a rated order solicitation certified under DPAS (Defense Priorities and Allocations System) for national defense use.

The primary line item (0001) is for new manufacture of a housing mechanical component (part number 175R122P009/175R122P9) for a gear assembly. The solicitation requests 13 each units as the current required quantity but allows offerors to propose pricing across three quantity ranges (1-7 each, 8-13 each, and 14-20 each) to identify economically optimal quantities. Additional line items (0002, 0002AA, 0002AB) accept new/unused government or commercial surplus alternatives of the same housing component. All items are designated as Critical Safety Items requiring higher-level contract quality requirements including ISO 9001:2000, AS 9100, and NATO AQAP 2070 certification. Items require Unique Item Identification (IUID) using the bag and tag method with serial number marking. Delivery is required to DLA Distribution Depot Oklahoma (Tinker AFB) by 2 MAR 2027, with F.O.B. Origin terms. Offerors must hold prices firm for 120 days. The solicitation includes extensive representations and certifications related to small business status, cybersecurity, trade agreements, and prohibited foreign sources.

5352.201-9101 OMBUDSMAN (JUN 2023)

(IAW DAFFARS 5301.9103)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) The Competition Advocate (CA) at each contracting activity/office (as defined in DLAD 2.101) shall act as the ombudsman and attempt to resolve contractor complaints. DLA AVIATION – AOCA’s CA/ombudsman can be reached at 385-591-1672, facsimile (405) 734-8129. Complaints which cannot be so resolved shall be forwarded to the HQ through J-72 for resolution by the DLA competition advocate. Each activity is responsible for developing procedures for executing the duties and responsibilities of its local ombudsman.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
