About this file

This file is a Questions and Answers (Q&A) document for a Defense Logistics Agency Aviation (DLA) solicitation for an Environmental Control Unit (ECU) for the Bradley Fighting Vehicle. The solicitation (SPRRA225R0083) is a Women-Owned Small Business (WOSB) set-aside opportunity. Key details from the Q&A include confirmation that there is no Government Furnished Equipment (GFE), with all materials to be vendor-purchased. The document reveals specific technical requirements such as standard pressure leak checks for condensers and manifolds, and continuity checks for cables and controllers.

The Q&A also addresses manufacturing and payment considerations, indicating that suppliers should procure components using provided drawings and assemble them (build-to-print approach). The First Article Inspection Report (FAIR) will cover all parts, specifically noting the Mount, Plenum Compressor P/N 12701183, which is a welded assembly consisting of components 12701183-1 through -14. DLA has expressed willingness to support small businesses by being amenable to progress payments, which will be incorporated at the delivery order level. The solicitation was amended on 7/10/2025, with details available in attached documents.
