About this file

This document is a Section M Pricing document for a Women-Owned Small Business (WOSB) set-aside solicitation for Environmental Control Units (ECUs) for the Bradley Fighting Vehicle. The pricing methodology involves calculating the Total Evaluated Price (TEP) using price ranges at the Best Estimated Quantity (BEQ) for two years, with a minimum guaranteed order of 50 units total. The government will evaluate pricing across four quantity ranges (1-50, 51-100, 101-150, and 151-200 units) for two different product types (ECU and PCM 3) in each of two contract years, with Year 1 having a BEQ of 184 units and Year 2 having a BEQ of 125 units. The offeror with the lowest TEP who is technically acceptable will be selected, and all proposed prices will establish rates for future delivery orders, with each order priced independently based on its specific quantity range.

SECTION M

Pricing

The Government will evaluate price by calculating the offeror’s Total Evaluated Price (TEP) using the price range at the Best Estimated Quantity (BEQ) for that year.

*NOTE: The BEQ is the Government’s “best estimate” of the procurement quantities over the next two years and is not guaranteed, as the quantities could go up or down depending on the Government’s requirement. This acquisition is an IDIQ with a minimum guaranteed order of 50 (total) over the two years.

Offerors should keep the above information in mind when pricing.

The Government will calculate a total evaluated price, using the price range times the BEQ, and adding the two years together.

Example provided below:

REQUESTED

RANGE

PRICING

ECU

YEAR 1

BEQ – 184

ECU

YEAR 2

BEQ – 125

PCM 3

YEAR 1

BEQ – 184

PCM 3

YEAR 2

BEQ – 125

QTY 1-50 $450 $350 $100 $95

QTY 51-100 $350 $275 $75 $70

QTY 101-150 $250 $225 $50 $45

QTY 151-200 $150 $175 $25 $20

184 x $150 =

$27,600 125 x $225 = $28,125

184 x $25 = $4,600

125 x $20 = $2,500

Total Evaluation Price = $27,600 + $28,125 + $4,600 + $2,500

TEP = $62,825

The offeror with the lowest TEP and is found to be technically acceptable, will be considered the lowest price technically acceptable amongst all the offerors.

The prices proposed for each range and year will establish the prices for future orders. Each delivery order will be independent and priced at the range for which the required quantity falls.

Offerors who fail to provide unit prices for every range/year in the pricing spreadsheet will be considered non-responsive.
