Q: Will this award be to multiple vendors or one vendor?
A: Please see FAR 52.212-1 Instructions to Offerors – Commercial Items (Addenda) beginning on Page 346 of 415, and Addendum to FAR 52.212-2 Evaluation – Commercial Items (OCT 2014), beginning on Page 350 of 415 of the SF1449 form.
Q: Split Award- Please clarify.
A: Please see FAR 52.212-1 Instructions to Offerors – Commercial Items (Addenda) beginning on Page 346 of 415, and Addendum to FAR 52.212-2 Evaluation – Commercial Items (OCT 2014), beginning on Page 350 of 415 of the original SF1449 form.
Split Award Determination: The Government reserves the right to issue more than one contract resulting from the solicitation if determined to be in the best interest of the Government. Awarding a given CLIN to one contractor enables them to receive forecasted quantities from each Shipyard, which allows for efficient inventory management. A determination to make split awards on a CLIN by CLIN basis may be made based on the prices proposed and technical acceptability non-price factors for the 144 line items (Total of 33 material CLINs) in the solicitation. Multiple awards for the same CLIN subsequent SubCLIN(s) will not be made.
Q: Why has the duration of the contract been changed to a total of 3 years?
A: The 3 year time line was determined to be in the best interest of the Government at this time to best support the requirement and needs of the customer.
Q: Warehousing as noted is it required to be “local” or as long as you can service the contract within the timeframe are perhaps more “regional” locations allowable?
A: The required delivery date (RDD) for the marine coatings is no later than 72-hours after a “release order” is placed. The Delivery Plan section of the “Statement of Work and Specifications” states, “For standard delivery, the contractor shall deliver product(s) not to exceed (NTE) 72-hours of order notification, excluding weekends and Federal holidays.” The location section of the Warehousing Requirements requires, “Location: Proximity to Government facilities (include physical location(s)) in order to meet the delivery timeline specified in the Delivery Plan.” The warehousing location must be within the proximity of the Government facilities in order to meet the 72-hour delivery timeframe.
Q: Is the line item pricing available for the prior contract award?
A: The line item pricing for the prior contract award is not available at this time.
Q: Is this considered an “all or none award?”
A: Please see Section 3.0, Price of the Addendum to FAR 52.212-2 Evaluation – Commercial Items (OCT 2014).
“3.0 PRICE
3.1 The offeror’s price quotation shall include the unit price and extended unit prices for each CLIN/SubCLIN selected. Pricing shall include the base period and the proposed escalation rate for each option period. Pricing for each SubCLIN shall be based on the estimated annual demand quantity (ADQ) for the base and all option years. Offerors must quote on all individual SubCLINs within a CLIN for which they have chosen to submit a quotation. Quotes will be evaluated on a CLIN by CLIN basis. In order for an offer to be determined acceptable and considered for award, offerors are required to submit pricing for ALL SubCLINs within a CLIN. (See FAR 52.212-1 Instructions to Offerors – Commercial Items (Addendum), Section 1.3 and subsequent subsections for pricing submission format, additional information, and further instruction). Offerors shall select, at a minimum, four (4) CLIN series to include in their offer submission. Offerors must propose on all individual SubCLINs within the CLIN(s) series for which they have chosen to submit an offer. The Government may reject the offer submission as non-responsive if a minimum of four (4) CLINs are not included in the quotation and/or a proposed CLIN is not completed in its entirety. (Note: The minimum CLIN requirement does not include the two (2) reserved fee CLINs reflective of a “0” quantity).
3.1.1 Split Award Determination: The Government reserves the right to issue more than one contract resulting from the solicitation if determined to be in the best interest of the Government..
