About this file

This is a Speed Zone Order document issued by the Oregon Department of Transportation (ODOT) Region 2 for an intermittent inlay paving project on Interstate 5 at milepost 199.31-203.55. The project involves asphalt paving work on a designated section of I-5, with bidding limited to holders of the On-Call Region 2 Paving Price Agreement. The scope of work includes removing and replacing asphalt pavement in the specified corridor, with quantities and specifications detailed in the associated bid documents. This is a request for bids format, meaning only pre-qualified price agreement holders are eligible to submit proposals. The project is part of ODOT's ongoing maintenance and preservation program for regional highway infrastructure.

The specific pricing terms, quantities, project duration, and completion deadlines are referenced through the associated RFB (Request for Bids) documentation rather than detailed within the Speed Zone Order itself. This order serves as the authorization document activating the work under the existing price agreement framework. Funding is provided through ODOT's paving budget allocation for Region 2 operations. The Speed Zone Order establishes the project authorization and work parameters that bidders must reference when preparing their proposals and cost estimates in response to the formal RFB.

Jurisdiction(s)

ODOT

Whereas, the Oregon Department of Transportation, pursuant to the provisions of ORS 810.180(8), has determined that a construction project constitutes a hazard to the public travelling over such sections of highway at greater than the speeds(s) designated below; and

Whereas, the State Traffic Engineer has been authorized to act on behalf of the Oregon Transportation Commission in matters regarding speed zoning; and

Whereas, the data, facts, and information obtained in connection with said construction project are on file in the office of the State Traffic Engineer at the Oregon Department of Transportation in Salem, Oregon; and

Whereas, based upon said engineering determination of danger to the public, the State Traffic Engineer has found that when the speed designated in ORS 811.105 or ORS 811.111 or by [permanent] written order is greater than the speeds designated below, a temporary speed reduction to lessen the risk to the public is desirable:

It is Therefore Ordered that the designated speed for the following section(s) of highway be as follows:

Name Pacific Hwy #1 (I-5) Project Name

District 5 I-5 Intermittent Inlay Paving 2026

Project (Not Speed Zone) Location

MP 199.31 -

MP 203.55

LOCATION OF TERMINI

From To Designated

Speed (Miles/Hour)

Paving Operations After the ROAD WORK AHEAD sign, approx.

3,500 feet in advance of lane closure.

Approx. 1000 feet beyond the END ROAD WORK sign

During construction, speed zone signing should be posted once lane closures begin, lane widths are affected, or where workers are exposed to live traffic and not separated by a positive protection system (e.g. concrete barrier, guardrail, TMA, etc.). Temporary speed zone signing should remain in place, be visible to public traffic during active work, and while work activities impact the normal configuration of the highway and traffic operations.

Cover all existing permanent speed zone signs within the temporary speed zone limits.

Install Reduced Speed Limit Ahead (W3-5) signs approx. 1000 feet in advance of the “SPEED LIMIT 55” (R2-1) signs on both sides of the roadway facing incoming traffic.

Place the “SPEED LIMIT 55” (R2-1) signs on both sides of the roadway facing incoming traffic. Place additional “SPEED LIMIT 55” (R2-1) on 1-mile intervals and at any on-ramp/major roadway located within the project limits.

If an existing “SPEED LIMIT 65” sign is greater than ½ mile downstream from the “END ROAD WORK” (CG20-2A) sign or last traffic control device, install an additional “SPEED LIMIT65” sign approximately 1000 feet beyond the “END ROAD WORK” (CG20-2A) sign or last temporary traffic control device.

Police enforcement should be used on the project to encourage compliance to the temporary speed zone.

When the active work is temporarily suspended and conditions do not warrant the speed reduction, temporary speed zone signing shall be turned away from traffic, covered, or removed and the permanent speed zone signs uncovered. Turn, cover or remove all temporary speed zone signs according to this order and Section 00222.40(c) of the 2024 Standard Specifications for Construction.

Speed Zone Order

No 14340 - Construction -

When the work is completed and all traffic lanes of the subject highway are normal and the roadway is in its final configuration, this speed zone order is rescinded and all temporary speed zone signs shall be removed from the highway right of way.

Be it further ordered that the roadway authority or authorities responsible for the above section(s) of highway install appropriate signs giving notice of the designated speed(s) therefore as per ORS 810.180, Subsection 8(d).

Be it further ordered that signs installed pursuant to this order comply with the provisions of ORS 810.210 and 810.220.

Be it further ordered that any previous order or portion of previous order made by the Department with respect to the designated speed for the above section(s) of highway which is in conflict with the provisions of this order is hereby temporarily superseded while this order is in effect.
