About this file

This is a technical specification document for tennis court resurfacing and equipment installation at two City of California facilities: Hopkins Athletic Courts and Hoover Courts. The project encompasses resurfacing five total courts—three courts at Hopkins requiring a 2-inch asphalt overlay with new pathways, and two courts at Hoover requiring crack repair and acrylic resurfacing of existing asphalt. Both locations require installation of new equipment including Har-Tru Advantage Round External Wind Posts, Edwards 40LS Tennis Nets, and HAR-TRU Multi-purpose Benches. The scope includes crack repair (approximately 200 linear feet at Hopkins and 150 linear feet at Hoover), fabric system installation, full acrylic surfacing systems with striping per USTA standards, and asphalt apron replacement at Hoover. All work must comply with American Sports Builders Association guidelines and achieve ITF Category 2 pace classification with a flatness tolerance of 1/8 inch over 10 feet.

The specification mandates exclusive use of California Products Corporation's Plexipave System for all surfacing materials, with all components supplied by a single manufacturer and applied by an authorized applicator. Material requirements include specific acrylic resin products with defined solids content, sand composition, and VOC limits of 100 g/L. The contractor must maintain batch number records through the one-year warranty period covering materials and workmanship, and the installer must be an ASBA builder member with demonstrated experience in acrylic court construction. Installation is restricted to weather conditions with minimum temperatures of 50°F rising and maximum surface temperatures of 140°F, with specific protocols for surface preparation, patching, and multi-coat application. The specification includes detailed execution requirements for application rates, mix ratios, curing protocols, and protection measures to ensure proper installation and acceptance.
