About this file

This document is a Salient Characteristics and Evaluation Criteria document for an Autonomous Kitchen Technical Evaluation Pilot, specifically a 6-month lease program for the 19th ESC (Expeditionary Support Command) targeting a robotic meal production system. The Autonomous Meal Production System (AMPS) must meet 21 detailed technical characteristics, including providing a daily rotating menu with 10 modular food options, operating 24/7 autonomously, complying with Army Holistic Health and Fitness (H2F) nutrition standards, and utilizing fresh ingredients with robotic cooking processes. Key technical requirements include a system footprint under 13m², containerized design, self-cleaning functionality, fire safety compliance, and the ability to operate with minimal human oversight (0-2 personnel).

The evaluation method is Lowest Price Technically Acceptable (LPTA), with proposals assessed on technical capability, system features, and integration - all on a pass/fail basis. Vendors must demonstrate capabilities such as mobile app pre-ordering, locker-based meal pickup, telemaintenance, minimum 80% system uptime, and data export/dashboard functionality. The 6-month pilot includes indoor autonomous robot operations and monthly containerized prototype operations, with pricing to cover setup, maintenance, user interfaces, consumables, technical support, and software licensing. The system is intended to support the Army Transformation Initiative and improve food service capabilities with advanced robotic technology.

Salient Characteristics – Autonomous Kitchen Technical Evaluation (6-Month Pilot)

The following salient characteristics define the required capabilities of the Autonomous Meal Production System (AMPS) being considered for a six-month technical evaluation in support of the 19th ESC’s Food Service Transformation Line of Effort. These characteristics are highly recommended for any vendor solution to bid on this solicitation with the Army Transformation Initiative and H2F compliance.

1. Menu Variety:

Supports a daily rotating menu with a minimum of 10 modular options, including at least 3 breakfast, 3 lunch, 3 dinner, and 1 dessert item.

2. H2F-Compliant Meals:

Meals must align with Army Holistic Health and Fitness (H2F) standards, featuring balanced macronutrients, lean proteins, and minimally processed components.

3. Fresh Ingredient Focus:

System utilizes fresh produce and whole ingredients.

4. On-Demand Production:

Prepares meals just-in-time using robotic cooking and assembly processes to reduce waste and ensure freshness.

5. 24/7 Autonomous Operation:

Fully functional without human intervention; accessible to meal card holders at all hours.

6. Robotics-as-a-Service (RaaS):

Provided through a subscription or leasing model that includes hardware, software, support, fire/life safety compliance, and warranty.

7. Plan for Mobile Application Support future integration with Android/iOS mobile apps for pre-ordering, nutrition tracking, and locker pickup access.

8. Locker-Based Dispensing:

Equipped with unattended pickup lockers with real-time tracking and auto-pause ordering when full.

9. Monitoring & Telemaintenance:

Must support real-time system health diagnostics, updates, and troubleshooting via email.

10. Modular Design:

System must fit within ≤13m² and must be built from individual modules so delivery can be performed without modification of the existing infrastructure. Additionally, the modular infrastructure should allow for future upgrades of different cooking appliances.

11. Container Design:

System must fit withing 20’ containerized units for contingency deployment or garrison use across the KTO.

12. Self-Cleaning Functionality:

Features automated cleaning cycles of pots for continuous autonomous operations. The vendor provides daily time stamped system preparation sanitation logs.

13. Meal Preparation Capability:

Vendor should be able to provide configurations that support human machine collaboration for high volume meal production.

14. System Uptime:

Capable of sustaining ≥80% operational uptime with remote recovery and local spare kit support.

15. Ingredient & Allergen Traceability:

Tracks ingredients per meal, supports allergen alerts, and generates sanitation and food safety logs (e.g., DD Form 2973).

15. Data Dashboard Reporting:

Provides real-time robot inventory and meals per day on the robot interface.

16. Daily Exports Provides metrics per user including:

Meals/day Meal selection Ordering time Nutritional value

Provides metrics per robot including:

Meals/day Meal selection Ordering times

16. Low Manpower Dependency:

Requires no more than 0–2 personnel for oversight, refills, and sanitation.

17. Daily QR Code Entitlement Verification:

System must authenticate meal card holders (SIK/EUM/KATUSA) using non-PII QR codes, refreshed weekly with new participants to control access and prevent duplicate meal issuance.

18. Fire Safety Compliance:

Must meet UL 300 and NFPA 96 standards for fire suppression and ventilation.

If not using a traditional hood/suppression system, vendor must provide third-party test results or engineering documentation showing equivalent safety, subject to Garrison Fire Marshal approval.

19. Electrical Compatibility:

Must operate on 208V, 3-phase, 60Hz without external transformers.

Must include a NEMA L21-30R plug or UL-listed fused disconnect with integrated circuit protection and GFCI/RCD.

20. Dynamic Scheduling System The system should be able to optimize the sequence of orders for highest output and reprioritize orders according to time constrained environments.

21. Utilities Schematics •The vendor shall provide detailed schematics showing electrical, water, and drainage requirements specific to the proposed autonomous kitchen system. These schematics shall be matched to the as-built drawings of the designated installation site to verify infrastructure compatibility, required utility drops, and space/pavement needs for turnkey operations.

•Schematics and specifications must be unique to the exact system proposed in the offeror’s submission. The vendor shall include documentation demonstrating legal access to, or ownership of, the proposed hardware and software design. Use of generic or non-system-specific schematics will be considered technically unacceptable.
