About this file
This is a specifications document for Contract No. 26-0694, a Federal Open Channel Drainage Work Order Contract Package 2 in Pinellas County, Florida, administered by the Pinellas County Utilities Department and Public Works. The contract encompasses emergency repair projects including re-establishing open channel slopes, removing trees and storm-related debris, providing erosion control, fill material, sodding, vegetation trimming, fencing, and incidental related work. The specifications reference Pinellas County Supplemental Specifications for Roadway and General Construction (January 2025), Pinellas County Utilities Department Standard Technical Specifications (June 2018), and FDOT Standard Specifications for Road and Bridge Construction (FY 2024-2025). Key work items include mobilization and remobilization at the county's request, maintenance of traffic, erosion and water pollution prevention, clearing and grubbing with specific pipe removal categories by diameter and depth, tree removal categorized by diameter size, stump removal, tree trimming with and without bucket trucks, embankment fill material, open channel grading, concrete spall repair, pipe cleaning at various levels, erosion control matting, coconut fiber matting, cofferdam installation, water bypass pumping, and dewatering operations.
Payment for work is structured through unit prices per linear foot, square yard, cubic yard, square foot, hour, each, day, or thousand gallons depending on the specific work item. Mobilization costs must be included in bid items rather than charged separately, except for emergency mobilization and remobilization at the county's request, which are paid per each occurrence. Maintenance of traffic costs are similarly incorporated into the bid submittal sheets. The specifications establish detailed requirements for materials, including A-1 or A-3 soils for embankment fill, Class IV concrete for repairs, galvanized welded wire reinforcement, and erosion control matting meeting specific standards. Tree work requires coordination with the County's Ecological Services Section and must be performed by ISA Certified Arborists per ANSI A300 standards. The contract includes provisions for unspecified work related to water, reclaimed water, and sanitary sewer systems, payable under a schedule of values with prior written engineer approval, and accommodates utility adjustments such as valve box, meter box, and manhole rim adjustments with defined thresholds for separate payment.
