This is a comprehensive specifications manual for a masonry repointing and tuckpointing project at the VA Ann Arbor Department of Veterans Affairs Medical Center (Project No. 506-26-202), prepared as of October 10, 2025. The primary work scope includes repointing and tuckpointing of Buildings 1W, 1E, and #28, with an alternate option to delete all work associated with Building 1E. The contractor is required to inspect and assess existing field conditions to determine deterioration extent, provide safety barriers and protective measures, remove deteriorated mortar without damaging surrounding bricks, clean joints per Masonry Institute standards, prepare mortar matching the original mix/color/texture, install new mortar per industry standards, tool joints to match existing profiles, clean excess mortar, protect repointed areas from weather, conduct final inspections, and provide detailed assessment reports with photographic documentation. The project encompasses seven divisions of specifications covering general requirements, existing conditions, masonry maintenance, thermal and moisture protection, flashing, sheet metal work, and joint sealants.

The specifications mandate extensive contractor compliance requirements including a Critical Path Method project schedule submitted within 45 days of Notice to Proceed, a detailed Accident Prevention Plan addressing safety, health, and environmental controls, quality control procedures with three-phase inspection (preparatory, initial, follow-up), and commissioning of building exterior closure systems. The contractor must establish a Site Safety and Health Officer position (full-time, dedicated), complete OSHA 30-hour training, coordinate with VA security requirements, maintain infection control protocols during interior work, manage construction waste with minimum 50% diversion from landfills, provide photographic documentation with interactive digital indexing, obtain VA TRIRIGA CPMS access, and submit operation and maintenance manuals. Special emphasis is placed on protecting existing building operations (24/7 medical facility), coordinating utility services interruptions with advance notice, managing dust control through HEPA filtration, conducting tuberculosis screening for all employees, and complying with fire safety and electrical safety standards. The contract includes warranty management with 4 and 9-month post-construction inspections and requires multiple submittals including shop drawings, product data, test reports, and specialized inspections documentation prior to work commencement.
