THE FOLLOWING ANSWERS TO REQUESTS FOR INFORMATION QUESTIONS ARE HEREBY PROVIDED TO CLARIFY, UPDATE, REVISE, OR CORRECT CONTRACT SPECIFICATIONS AND/OR DRAWINGS.

QUESTIONS AND ANSWERS

1. Question: We note that Specification Page 02 41 -1 is missing from the Specification Book. *** follow up email *** (found it between pages 01 81 13-7 and 01 91 00 -1)

Answer 1: The Spec manual has been updated/revised and attached to this Amendment.

2. Question: Please provide a drawing of the existing roof areas that have personal fall protection restraints. During our site walk we noted that some areas have them installed and some do not. We could not visit all roof areas that might be used for swing stage work or scaffold work.

Answer 2: The only structure that has built-in fall protection/ roof tie down points is building 1E.

3. Question: Spec Section 07 08 00 Facility Exterior Closure Commissioning is missing from the project Specifications. Is this section forthcoming in an addendum?

Answer 3: Specification sections 01 91 00 General Commissioning requirements & 07 08 00 Facility Exterior Closure Commissioning are removed from the project specification manual. Both specification sections are removed from the Table of Contents.

4. Question: Reference Specification Section 01 35 26 Page 18 and 19: Can the SSHO have the dual responsibility of project superintendent for this project. The stated requirement is that the SSHO have no other duties or responsibilities.

Answer 4: Yes, as long as that person possesses the required qualifications for both roles and provides the required evidence substantiating possession of required certifications

5. Question: Reference Specifications Section 01 45 35 - Special Inspections: There are many references to many types of tests for work that does not seem to apply for a Tuckpointing and Panel Flashing Project. Can you be more specific as to what special testing is required for this particular project and when it is to be done, along with the frequency of the required special testing.

Answer 5: The only testing required applicable to the mortar is required to be performed to meet ASTM C780 and TMS 402 level 2 (hospital) requirements for each day when mortar work is occurring.

6. Question: Are there existing power hook ups on the roofs for swing stages? 220V is required.

Answer 6: There are no power hooks up on the roof, there is 220V within proximity of each roof area for the swing stages. Contractors would be required to provide circuit breakers and electrical connections/ wiring needed to perform the work.

7. Question: Any restrictions on using elevators?

Answer 7: No restrictions, Contractor to work with COR to coordinate which service elevators can be used depending on the exterior work location. Contractor to provide protection clothes in the elevators to protect the walls from damage. Contractors are required to protect the elevator floors from damage.

8. Question: Does the Superintendent need to be directly employed by the Prime Contractor?

Answer 8: The project superintendent is subject to approval by the Contracting Officer. It is expected the project superintendent be in the direct employ of the prime contractor. In very rare circumstances an approval may be granted for a person not in direct employ of the prime contractor to act as project superintendent.

9. Question: Must the Superintendent be on site at all times while work is commencing?

Answer 9: Yes, reference FAR clause 52.236-6 Superintendence by the Contractor.

10. Question: Does the SSHO (Site Safety Health Officer) need to be directly employed by the Prime Contractor?

Answer 10: The Site Safety Health Officer (SSHO) is subject to approval by the Contracting Officer. It is expected the SSHO be in the direct employ of the prime contractor. In very rare circumstances an approval may be granted for a person not in the direct employ of the prime contractor to act as SSHO.

11. Question: Must the SSHO be on site at all times while work is commencing?

Answer 11: Yes.

12. Question: Can the Superintendent, SSHO and QCM 7be a triple-hatted individual assuming that individual is qualified for all roles?

Answer 12: Yes.

13. Question: Are there any other mandatory on-site roles required in this contract?

Answer 13: It is the contractor’s responsibility to have adequate on-site staffing to manage the roles and responsibilities required in the contract documents.

14. Question: When does the VA expect the project to start following the award?

Answer 14: The contract is intended to be awarded during the bid acceptance period.

15. Question: Are there any concerns for Asbestos Containing Material or Lead in the areas being worked in?

Answer 15: No, we do not anticipate any Asbestos Containing materials or lead materials to be within the work areas.

16. Question: Are there any ICRA requirements for this project?

Answer 16: Refer to note #11 on sheet 01W-A.200 for ICRA requirements.

17. Question: We would like to request another site visit for the swing stage rigging. There are areas with no tie backs. We need to confirm the parapet walls are sufficient for rigging.

Answer 17: Contractor is required to provide OSHA approved swing stage suspension rigging based on building 1W & Building 28 has no built-in tie backs. Contractors are required to certify all rigging through a certified safety professional/ competent person that the rigging system is safe for the application. The Contractor is required to provide necessary roofing protection to protect the existing roofs from damage. Submit safety certification for VA review to ensure compliance.

18. Question: We need more specifics on how the panels are attached to the wall so we can access the flashing above the windows.

Answer 18: The rain screen panels are held in place with concealed fasteners that once removed allow the panel to be removed providing access to the flashing and building substructure. See the sketches below for similar/ generic rain screen installation details.

19. Question: Please clarify if general note 1 on sheet 01W-A.200 is directing the contractor to inspect all BLDG’s that have brick masonry surfaces and provide a written assessment of any additional repairs.

Answer 19: The contractor is only required to inspect the brick masonry veneer surface within the areas identify for repair.

20. Question: Please clarify if general note 1 on sheet 01W-A.200 is limited to the hatched areas identified on the drawings.

Answer 20: The masonry tuckpointing is limited to the hatched areas identify on the exterior elevation drawings along with the associated floor plans.

21. Question: Please clarify if general note 1 on sheet 01W-A.200 results of any assessment will be additional work added to the identified hatch areas scope of work.

Answer 21: No, the assessment will result in the contractor replacing the deterioration mortar and replacing it with fresh mortar to preserve the structural integrity of the masonry veneer wall to prevent future water damage.

22. VA Supplemental requirement: Contractor to perform ASTM E331 exterior window water test of the building 1E 5th floor windows system in (5) different locations. Each location should be a minimum of 5 linear foot and prove the windows after the new flashing is installed are watertight. If water test falls, Contractor is required to make the necessary repairs and perform another water test. Witnessed and approved by the VA.

23. VA Supplemental requirement: Contractor is to replace all masonry joints within the identified areas cited on the construction documents – refer to sheets 01W-A.200, 01W-A.200, & 28-A.201.
