The contractor must contact the Contracting Officer's Representative 10 days prior to delivery and coordinate invasive species inspections no later than 7 days before delivery; rejection may occur if little fire ants or other pests are detected, with treatment costs borne by the vendor. The Government reserves the right to inspect and reject non-conforming items, with contractors responsible for replacement at no Government cost. Standard commercial manufacturer's warranties are required, covering structural defects, excessive warping, manufacturing defects, and hidden defects. Payment is processed through the Invoice Processing Platform (IPP) following approval by the Contracting Officer's Representative or Park Point of Contact.

Sulphur Banks Bridge Materials

For Delivery to Hawaii Volcanoes National Park

OVERVIEW

Hawaii Volcanoes National Park (HAVO) intends to purchase commercially available yellow cedar lumber.

HAVO requires the yellow cedar lumber to replace the existing, deteriorated wooden footbridge along the Sulphur Banks Trail, ensuring safe and durable pedestrian access through a geothermally active and environmentally sensitive area within Hawaiʻi Volcanoes National Park. The lumber must possess exceptional natural resistance to decay, rot, and insect damage without the use of chemical treatment, and must be capable of withstanding prolonged exposure to high moisture, sulfurous gases, and acidic conditions typical of the project site. Additionally, the material must demonstrate adequate structural strength for pedestrian bridge applications, high dimensional stability to minimize warping and checking, compatibility with corrosion-resistant fasteners, and be sourced from sustainably managed forests to meet federal environmental compliance requirements.

Safety Features

• All lumber used for load-bearing components shall meet or exceed applicable structural grading standards

(NLGA or equivalent) to safely support anticipated pedestrian loads.

• Lumber shall be free from excessive warping, splitting, or checking that could create tripping hazards, reduce structural capacity, or compromise user safety.

• Components intended for hand contact (e.g., railings) shall be smooth (S4S or equivalent) and free of splinters, sharp edges, or protrusions that could cause injury.

• Lumber must be suitable for safe field handling, cutting, and fastening without excessive splitting or unpredictable failure during installation in remote conditions.

Warranty

• The Contractor shall provide the Government with the standard commercial manufacturer’s warranty normally provided to commercial customers for the same or similar items. The warranty shall be in effect for a period consistent with customary commercial practice commencing upon delivery and acceptance by the Government.

• The warranty shall include protection against, at a minimum:

o Structural defects affecting load-bearing capacity o Excessive warping, twisting, or checking beyond industry norms o Manufacturing or milling defects (improper surfacing, sizing inconsistencies) o Hidden defects not observable at time of delivery

B. OTHER REQUIREMENTS

Incidental Installation

• This acquisition is for materials only. Installation services are not required.

Documentation, Manuals, and Technical Literature The below documentation shall be furnished:

• Bill of lading.

C. DELIVERY INFORMATION

Delivery Location

• 1 Crater Rim Drive HNP, HI 96718

• Items to be delivered to the HAVO rain shed.

• Contact the designated Contracting Officer’s Representative 10 days prior to delivery to coordinate delivery logistics.

Delivery Logistics

• A park-operated forklift will NOT be available for unloading. The Contractor is responsible for providing all necessary equipment to offload delivered items. The Contractor must ensure that all personnel operating equipment for delivery are appropriately licensed and qualified, as applicable.

• Contact the designated Contracting Officer’s Representative 10 days prior to delivery to coordinate delivery logistics.

Special Inspections / Invasive Species Inspection

• See the accompanying HAVO Invasive Species SOPs. All Contractor vehicles, to include subcontractor vehicles, shall be inspected for invasive species prior to entering the park. Inspections shall be coordinated with the NPS representative(s) identified by the HAVO Invasive Species SOPs no later than 7 days prior to the intended delivery date. Invasive species inspections may take approximately 1 hour to perform. If the delivery shipment is found to be contaminated with pests, to include little fire ants (LFAs), the shipment will be rejected. If rejected, the shipment must then be treated at the vendor’s expense prior to the rescheduling of a reinspection. If no pests are found, then the material will be accepted.

D. INSPECTION AND ACCEPTANCE

Inspection

• The Contracting Officer’s Representative will inspect the delivered items at the time of delivery.

Acceptance

• The Government reserves the right to reject all items that do not adhere to these specifications. Any item identified through timely inspection that does not conform to these specifications may be rejected by the Government. The Contractor shall replace all non-conforming items at no cost to the Government. The Government reserves the right to seek consideration from the Contractor for failures to satisfy the requirements established by these specifications.

• The Government reserves the right to reject defective items identified through timely inspection. Defects in materials and workmanship include, but are not limited to weld cracks, paint flaking, bubbling, fading, corrosion, and other deficiencies that may require rework or redress.

E. PAYMENT

Payment Made through the Invoice Processing Platform (IPP)

• See the IPP clause within the solicitation or contact award for payment guidance.

• Prior to submitting an invoice to IPP, all invoices shall be submitted to the Contracting Officer’s

Representative or Park Point of Contact for review and, if acceptable, approval.
