About this file
This document is a specifications attachment for a federal procurement of Alaskan Yellow Cedar lumber for the Sulphur Banks Bridge replacement project at Hawaii Volcanoes National Park (HAVO), located at 1 Crater Rim Drive, HNP HI 96718. The procurement specifies nine lumber categories with exact dimensional and grade requirements totaling approximately 3,852 linear feet across 182 pieces. Deck boards require 12"×3"×16' appearance-grade green (non-kiln-dried) lumber in 30 pieces; top rails need 1½"×4½"×16' select tight knot kiln-dried lumber in 30 pieces; post uprights require 5"×3"×16' appearance-grade green lumber in 42 pieces; girder beams call for 6"×3"×16' select structural grade appearance-grade green lumber in 40 pieces; support footing beams specify 6¼"×6¼"×14' rough-sawn appearance-grade green lumber in 20 pieces; X-bracing requires 2"×8"×14' select structural grade appearance-grade green lumber in 10 pieces; knee bracing specifies 2"×6"×14' select structural grade appearance-grade green lumber in 15 pieces; scab supports need 2"×10"×14' appearance-grade green lumber in 25 pieces; and spindle/pickets/balusters require 1½"×1½"×12' select tight knot kiln-dried lumber in 45 pieces. All materials must be sourced from sustainably managed forests, comply with the Buy American Act, possess natural resistance to decay and rot without chemical treatment, and withstand high moisture, sulfurous gases, and acidic conditions.
Delivery must occur to the HAVO rain shed with contractor coordination with the Contracting Officer's Representative at least 10 days prior to scheduled delivery; the park will provide forklift assistance but cannot reach inside closed containers. All contractor vehicles must pass invasive species inspection no later than 7 days prior to delivery, with rejected shipments requiring vendor-paid treatment before reinspection. The Government reserves inspection and acceptance authority, rejecting non-conforming items at contractor expense for replacement. Documentation required includes a bill of lading. Payment processes through the Invoice Processing Platform (IPP) after Contracting Officer's Representative or Park Point of Contact approval. The contractor must provide standard commercial manufacturer's warranty covering structural defects, excessive warping, manufacturing defects, and hidden defects consistent with customary commercial practice commencing upon delivery and acceptance.

Alaskan Yellow Cedar Lumber for the Sulphur Banks Bridge
For Delivery to Hawaii Volcanoes National Park
1 Crater Rim Drive, HNP HI 96718 Revision #1 – 6.1.26 Revision #2 – 7.21.26 Revision #3 – 8.26.26
OVERVIEW
Hawaii Volcanoes National Park (HAVO) intends to purchase commercially available yellow cedar lumber.
HAVO requires the yellow cedar lumber to replace the existing, deteriorated wooden footbridge along the Sulphur Banks Trail, ensuring safe and durable pedestrian access through a geothermally active and environmentally sensitive area within Hawaiʻi Volcanoes National Park. The lumber must possess exceptional natural resistance to decay, rot, and insect damage without the use of chemical treatment, and must be capable of withstanding prolonged exposure to high moisture, sulfurous gases, and acidic conditions typical of the project site. Additionally, the material must demonstrate adequate structural strength for pedestrian bridge applications, high dimensional stability to minimize warping and checking, compatibility with corrosion-resistant fasteners, and be sourced from sustainably managed forests to meet federal environmental compliance requirements.
A. MINIMUM SALIENT CHARACTERISTICS or GENERALLY ACCEPTABLE SPECIFICATIONS Note: All products must meet the requirements set forth by the BUY AMERICAN ACT.
