About this file

This procurement specification document, issued by the State Board of Elections in Maryland, outlines requirements for printing and shipping voting information packets to 50 correctional facilities across the state for both the 2026 Primary and General Elections. The project entails producing approximately 10,500 unaddressed voting information packets distributed across 16 state correctional facilities, 10 juvenile facilities, and 24 local correctional facilities in various Maryland counties. Each standard packet contains four inserts (a two-sided informational letter with illustrations, voter registration application, mail-in ballot request application with local board addresses, and a return envelope with prepaid postage) printed in color and folded into a #10 envelope with a gold box design. Bilingual packets in English and Spanish are required for Montgomery County and Prince George's County facilities, with identical content structure but duplicated inserts in both languages. For the Primary Election, packets must arrive at facilities between April 13 and April 27, 2026, while General Election packets must arrive between August 3 and August 17, 2026. Bids are due by March 12, 2026, at 2:00 p.m., submitted via email to the State Board of Elections Procurement Director.

This is a Small Business Reserve Procurement limited to certified small business vendors meeting Maryland State Finance and Procurement Article requirements and certified by the Governor's Office of Small, Minority & Women Business Affairs. Bidders must provide separate cost estimates for standard packets and bilingual packets, including labor and printing costs per packet and in total, as well as a separate line item for return envelope postage with clarification on whether Montgomery and Prince George's County postage rates differ from other counties. An additional cost estimate for shipping packets to all 50 facilities is required, with bidders using the provided facility list and packet distribution chart to calculate approximations. Vendors must confirm their ability to meet specified shipping deadlines for both election cycles. The return envelopes cannot use the State Board of Elections' business reply permit and must have postage printed or applied by the vendor. A question-and-answer clarification addressed during the bidding process confirmed that all insert materials should be printed in color rather than black and white, despite initial specification language suggesting otherwise.

Question and Answer:

1) I want to confirm a specification on this. The samples of the documents that fold and go in the envelope have color on them and in the spec it indicates they print black. Can you please confirm if they should print black or in color.

Answer: The insert materials should be printed in color.
