GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.
U.S. ARMY CORPS OF ENGINEERS (USACE)
EM 385-1-1 (2014) Safety and Health Requirements Manual
1.2 GENERAL INTENTION
a. Contractor shall completely prepare site for future facilities construction, including furnish labor and materials and perform work to complete the Wetlands Mitigation contract package scope in accordance with the drawings and specifications.
b. Visits to the site by Bidders shall be made only by appointment with the USACE Contracting Officer.
c. Offices of HDR Inc., as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer.
d. Before placement and installation of work subject to tests by testing laboratory retained by the Government, if required, the Contractor shall notify the Contracting Officer in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three (3) work days unless otherwise designated by the Contracting Officer.
e. All employees of general contractor and subcontractors shall comply with Contractor’s Security Plan, be identified by project and employer, and restricted from unauthorized access.
f. Prior to commencing work, general contractor shall provide proof that a
OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.
g. Training
1. All employees of general contractor or subcontractors shall have completed the 10-hour or 30-hour OSHA Construction Safety course.
2. Submit OSHA training record for all employees before the start of work.

1.3 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
a. Hard-copy prints of specifications and drawings may be made by the Contractor, at Contractor's expense.
1.4 CONSTRUCTION SECURITY REQUIREMENTS
a. See Section 01 35 53 CONSTRUCTION SECURITY.
1.5 FIRE SAFETY
a. See Section 01 35 26 SAFETY REQUIREMENTS.
1.6 OPERATIONS AND STORAGE AREAS
a. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
b. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.
c. The Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
d. Working space and space available for storing materials shall be as determined by the Contracting Officer.
e. Workmen are subject to rules of the Facility applicable to their conduct.
f. Do not store materials and equipment in other than assigned areas, as approved by the Contracting Officer.
g. Construction Fence: Before construction operations begin, Contractor shall provide all construction fence as shown in drawings and specified in Specification 01 50 00.
j. Abandoned Lines: No known need for abandoning utilities. Full removal on project footprint.

k. To minimize interference of construction activities, comply with the following:
(1) Keep roads, walks and entrances to grounds, clear of construction materials, debris and standing construction equipment and vehicles.
(2) Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the Contracting Officer.
l. Coordinate the work for this contract with other construction operations as directed by the Contracting Officer. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF ROADWAYS.
m. The Contractor has the responsibility of following all Federal, State, and municipal laws, codes, and regulations, including obtaining necessary permits, including those from the Bay Area Air Quality Management District (BAAQMD). Refer to FAR clause 52.236-7, "Permits and Responsibilities," which is included in General Conditions. In addition, the Contractor is responsible for obtaining a City of Alameda encroachment permit to enable access across non-public land. The application is located at this URL:

n. California Least Tern Breeding Season: Construction activity will be limited each year during breeding season from approximately April 1 through approximately August 15. Work activities scheduled during these times shall be approved by the Contracting Officer. For any potential construction work to be considered during this period, the work must be shown to stay below 55 decibels at all times, as measured from the least tern colony. See drawings for the location of the least tern colony.
1.7 ALTERATIONS
a. Survey: Before any work is started, the Contractor shall make a thorough survey with the Contracting Officer of areas in which alterations occur and areas which are anticipated routes of access. The survey shall be signed by both the Contractor and the Contracting Officer and then submitted to the Contracting Officer. This report shall include:
(1) Existing conditions and areas not required to be altered.
(2) Existence and conditions of items required by construction documents to be either reused or relocated, or both.
(3) Shall note any discrepancies between drawings and existing conditions at site.

(4) Shall designate areas for working space, materials storage and routes of access to areas where alterations occur and which have been agreed upon by Contractor and Contracting Officer.
1.8 SUPERVISION BY THE CONTRACTOR
The following requirements, in addition to those contained in the Contract Clause entitled SUPERINTENDENCE BY CONTRACTOR, shall be met by the Contractor.
a. The project superintendent or approved alternate shall maintain a physical presence at the project site at all times and be responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.
b. Failure to comply with these requirements shall be deemed as cause for a non-compensatory stoppage and suspension of work until the deficiency is remedied.
1.9 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
This provision specifies the procedure for the determination of time extensions for unusually severe weather. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:
a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.
b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

c. Upon issuance of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled work day. Refer to ER 415-1-15.

1.10 WORKING HOURS
The regular 8-hour work day must be from 7:30 AM to 4:00 PM with 30 minutes for lunch. Contractor operations are permitted between 7:30 AM to 7:00 PM Monday through Friday, and 8:00 AM through 5:00 PM Saturdays and Sundays.
However, Contractor operations must be in compliance with the requirements of Section 01 57 19, TEMPORARY ENVIRONMENTAL CONTROLS. Regular work days must be Monday through Friday, excluding the observance of Federal holidays.
Work outside regular working hours requires Contracting Officer approval.
Make application fifteen (15) calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, and type of work to be performed. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the
1.11 TERMINOLOGY
The identified terms and phrases used in the plans and specifications are interpreted as listed in the following:
GENERAL CONDITIONS - All references to the General Conditions shall be replaced with the "Contract Clauses" or "Conditions of the Contract," respectively.
OWNER - Any reference throughout this specification to "Owner" should be understood as a reference to "The Government."
Any reference throughout the contract documents to "VA" or "Department of Veterans Affairs" or "Station", where specific coordination or instruction from the Department of Veterans Affairs is intended or implied, the communication shall be coordinated with, and approved by, the Contracting Officer.
Any reference throughout the contract documents to "VA Contracting Officer" or "VA Resident Engineer" or "Resident Engineer" should be understood as a reference to "Contracting Officer".
Any reference throughout the contract documents to "Agency Representative" should be understood as a reference to "Contracting Officer".
Any reference throughout the contract documents to Contracting Officer Technical Representative (COTR) should be understood as a reference to "Contracting Officer".
Any reference throughout the contract documents to "Architect," "Architect-Engineer," or "Design Team" where specific coordination is intended or implied, the communication shall be coordinated with and approved by the Contracting Officer.

1.12 DISPOSAL AND RETENTION
Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:
a. Reserved items: No Reserved items.
b. Items not reserved shall become property of the Contractor and be removed by the Contractor.
c. PCB Transformers and Capacitors: The Contractor shall be responsible for disposal of the Polychlorinated Biphenyl (PCB) transformers and capacitors. The transformers and capacitors shall be taken out of service and handled in accordance with the procedures of the Environmental Protection Agency (EPA) and the Department of Transportation (DOT) as outlined in Code of Federal Regulation (CFR), Titled 40 and 49 respectively. The EPA's Toxic Substance Control Act (TSCA) Compliance Program Policy Nos. 6-PCB-6 and 6-PCB-7 also apply.
Upon removal of PCB transformers and capacitors for disposal, the "originator" copy of the Uniform Hazardous Waste Manifest (EPA Form 8700-22), along with the Uniform Hazardous Waste Manifest Continuation Sheet (EPA Form 8700-22A) shall be returned to the Contracting Officer who will annotate the contract file.

1.13 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES,
AND IMPROVEMENTS (FAR CLAUSE 52.236-9)
a. The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound as directed by the Contracting Officer.
b. The Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
c. Refer to Section 01 57 19, TEMPORARY ENVIRONMENTAL CONTROLS, for additional requirements on protecting vegetation, soils and the environment. Refer to Articles, "Alterations", "Restoration", and "Operations and Storage Areas" for additional instructions concerning repair of damage to structures and site improvements.
d. Refer to FAR clause 52.236-7, "Permits and Responsibilities," which is included in General Conditions. A National Pollutant Discharge Elimination System (NPDES) permit is required for this project. The Contractor is considered an "operator" under the permit and has extensive responsibility for compliance with permit requirements. The apparent low bidder, contractor and affected subcontractors shall furnish all information and certifications that are required to comply with the permit process and permit requirements. Many of the permit requirements will be satisfied by completing construction as shown and specified. Some requirements involve the Contractor's method of operations and operations planning and the Contractor is responsible for employing best management practices. The affected activities often include, but are not limited to the following:
(1) Designating areas for equipment maintenance and repair;
(2) Providing waste receptacles at convenient locations and provide regular collection of wastes;
(3) Locating equipment wash down areas on site, and provide appropriate control of wash-waters;
(4) Providing protected storage areas for chemicals, paints, solvents, fertilizers, and other potentially toxic materials; and

(5) Providing adequately maintained sanitary facilities.
1.14 RESTORATION
a. Remove, cut, alter, replace, patch and repair existing work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, and do not disturb any ducts, plumbing, steam, gas, or electric work without approval of the Contracting Officer. Existing work to be altered or extended and that is found to be defective in any way, shall be reported to the Contracting Officer before it is disturbed. Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction, except as otherwise shown or specified.
b. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen.
c. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4) and "DIFFERING SITE CONDITIONS" (FAR 52.236-2).
1.15 PHYSICAL DATA
a. Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
(1) The indications of physical conditions on the drawings and in the specifications are the result of site investigations by Civil and Geotechnical Engineers.
b. Subsurface conditions in the area have been investigated by core borings and test pits. Logs of subsurface exploration are shown diagrammatically on drawings.
c. A copy of the soil report will be made available for inspection by bidders upon request to the Contracting Officer.
d. Government does not guarantee that other materials will not be encountered nor that proportions, conditions or character of several materials will not vary from those indicated by explorations. Bidders are expected to examine site of work and logs of borings; and, after investigation, decide for themselves character of materials and make their bids accordingly.
1.16 PROFESSIONAL SURVEYING SERVICES
A State of California-registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor shall perform services specified herein and in other specification sections.
The Contractor shall certify that the land surveyor or civil engineer is not

one who is a regular employee of the Contractor, and that the land surveyor or civil engineer has no financial interest in this contract.
1.17 LAYOUT OF WORK
a. The Contractor shall lay out the work as indicated on the drawings, and shall be responsible for all measurements in connection with the layout. The Contractor shall furnish, at Contractor's own expense, all stakes, templates, platforms, equipment, tools, materials, and labor required to lay out any part of the work. The Contractor shall be responsible for executing the work to the lines and grades that may be established or indicated by the Contracting Officer. The Contractor shall also be responsible for maintaining and preserving all stakes and other marks. If such marks are destroyed by the Contractor or through Contractor's negligence before their removal is authorized, the Contracting Officer may replace them and deduct the expense of the replacement from any amounts due or to become due to the Contractor.
b. Following completion of general mass excavation and before any other permanent work is performed, establish and plainly mark (through use of appropriate batter boards or other means) sufficient additional survey control points or system of points as may be necessary to assure proper alignment, orientation, and grade of all major features of work.
c. Whenever changes from contract drawings are made in line or grading requiring certificates, record such changes on a reproducible drawing bearing the registered land surveyor or registered civil engineer seal, and forward these drawings upon completion of work to Contracting Officer.
d. Upon completion of the work, the Contractor shall furnish the
Contracting Officer, electronic drawings at the scale of the contract drawings, showing the finished grade on the grid developed for constructing the work. These drawings shall bear the seal of the registered land surveyor or registered civil engineer.
e. The Contractor shall perform the surveying and layout work of this and other articles and specifications in accordance with the provisions of Article "Professional Surveying Services".
1.18 AS-BUILT DRAWINGS
a. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the project, to include all contract changes, modifications and clarifications.
b. All variations shall be shown in the same general detail as used in the contract drawings. To ensure compliance, as-built drawings shall be made available for the Contracting Officer's review, as often as requested.
c. Contractor shall deliver hard-copy As-Built and electronic Record
Drawings to the Contracting Officer as outlined in Section 01 78 00.
d. Paragraphs a, b, & c shall also apply to all shop drawings.

PART 1 - GENERAL
1.1 DEFINITIONS
A. Government: Entity engaged in Construction Agreement with Contractor. Administered by U.S. Army Corps of Engineers, on behalf of Veterans Affairs.
B. Contracting Officer: Senior member of Government team in charge of the Work, with final authority on contracting issues.
C. Administrative Contracting Officer (ACO): Contracting Officer with limited authority to approve changes with schedule or monetary impact.
D. Contracting Officer's Representative (COR): Contracting Officer's field representative with primary Contractor interaction having authority to interpret the contract.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Description
1. Work includes general construction, permits, grading, surface drainage, wetland mitigation site preparation, erosion control, agency coordination, ESA compliance, and all necessary permits and construction.
2. Site preparation: clearing & grubbing, grading, removal of excess material, wave erosion and soil protection. Protect the marsh surface by utilizing a laminated crane mat, and silt fencing, and other erosion control materials in compliance with the BCDC Consistency Determination, dated 16 August 20121.
3. Create 8.0 acres of tidal marsh. This area includes first-, second-, and third-order channels but excludes riprap for the tidal marsh inlet. Reposition existing rip rap as designed to create inlet in accordance with the plans. Construct in compliance with the BCDC Consistency Determination, dated 16 August 2021, requiring the use of a turbidity curtain.
4. Create a separation area (area of no permanent excavation or lowered grade) between the limit of the wetland basin and existing sea wall to provide an erosion protection buffer between the newly established wetland and the sea wall, and to avoid the potential for connectivity of the wetland basin to the large voids within the sea wall.
5. Provide gradually-sloped transition zones to connect the excavated basin floor back to existing grade.
6. Set the invert of the sea wall opening at 2.2 feet NAVD88 to allow dewatering of the new wetland down to an elevation of 1 foot below mean sea level (MSL).
7. Set the number and configuration of channels to allow complete drainage of the basin prior to the return of the next high tide cycle (an “unmuted condition”).
8. Maintain the California least tern viewshed by ensuring that vegetation height does not exceed 2 feet above the existing ground

INTERFACE WITH OTHER WORK
1.1 WORK BY OTHERS
The Government reserves the right to award other contracts for work at any time in the vicinity of the work required under this contract or to perform other new or ongoing work activities as follows:
1.1.1 Work by the Government Concurrent with Contractor Work
Government maintenance crews may perform normal maintenance or service call work in the vicinity of or adjacent to contract work. The Government will limit interference with the Contractor's work to the maximum extent reasonable.
1.1.2 Work by Other Contractors
Work by other contractors may occur in the vicinity of or adjacent to the project site in concurrence with the performance of work under this contract.
1.1.4 Joint Use
The Contractor should anticipate the need for Government personnel and/or Government contractors to gain access to, and perform work, jointly on, or in proximity to the jobsite. See FAR Clause 52.236-11.
These areas, and their respective time windows for joint use, will be identified and coordinated with the other Government contractor, through the Contracting Officer, a minimum of one (1) month prior to joint use. The Contractor will be responsible for integrating these specifically dated open-window milestones onto the updated project schedule and their status will be discussed at the regularly scheduled progress meetings with USACE.
The integrated schedule will be the project schedule.
The Contractor shall develop a Coordination and Cooperation Work Plan based on the integrated schedule once the joint use needs are established. If necessary, and within reason as determined by the Contracting Officer, the Contractor shall provide the Government the means to reasonably secure such areas while work is being performed and after its completion.
Government contractors shall be supervised by Government personnel only, but shall adhere to the accepted safety plan/program requirements established by the Contractor. Access onto the jobsite (i.e., badging) by the Government contractors shall be the responsibility of each individual Contractor coordinated through the Contracting Officer.
1.2 GENERAL REQUIREMENTS

1.2.1 Coordination With Other Work
The Contractor shall make a special effort to fully cooperate with other contractors and Government employees engaged in other work on and adjacent to the work to be performed under this contract. The Contractor shall coordinate the work herein and the concurrent use of haul roads. Any damage resulting from the use of facilities of other contractors shall immediately be repaired to the satisfaction of or as directed by the Contracting Officer. If required and allowed, the Contractor shall construct and maintain a temporary detour around any road that is obstructed in the performance of work under this contract.
1.2.2 Interface of Work
Contractor will be advised of any other work activities at time of preconstruction conference and other times upon scheduling of activities.
Upon notice of other work activities with contract interface or coordination requirements, the Contractor shall submit a Coordination and Cooperation Work Plan. The Contractor shall not commit or permit any act which will interfere with the performance of work by any other Contractor or Government personnel. The Contractor shall be liable for any costs incurred by the Government including those associated with settlement of disputes or claims by others due to, or arising from, the failure of the Contractor to comply with this provision.
1.3 SUBMITTALS

1.3 MINIMUM INSURANCE REQUIREMENTS

1.4 SUPERVISION BY THE CONTRACTOR
The following requirements, in addition to those contained in the Contract Clause entitled SUPERINTENDENCE BY CONTRACTOR, shall be met by the Contractor.
a. The project superintendent or approved alternate shall maintain a physical presence at the project site at all times during the performance of this contract until the work is completed and accepted.
b. The project superintendent or approved alternate is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project. The superintendent is required to attend partnering meetings, and quality control meetings and be

responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.
1.4.1 Authority of Contractor Representative
The site representative, appointed in writing by the Contractor’s Owner or other top official and approved by the Contracting Officer shall, as a minimum, have the authority to negotiate and execute Supplemental Agreements having a value up to $500,000.
1.4.2 Superintendent Qualifications
a. The superintendent shall be capable of reading, writing, and conversing fluently in the English language.
b. The project superintendent must have a minimum of 10 years of experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contractor shall submit resumes for both the proposed superintendent and alternate superintendent to the Government for review/approval. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project.
1.4.3 Non-Compliance Actions
The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time, for excess costs, or damages by the Contractor.
1.5 PRECONSTRUCTION CONFERENCE
After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, and prosecution of the work. Major subcontractors who will engage in the work must also attend. See also section 01 31 00 PROJECT MANAGEMENT, paragraph titled Preconstruction Conference.
1.7 ELECTRONIC MAIL (E-MAIL) ADDRESS

1.1 SUMMARY
The Contractor is responsible for management of the project and to coordinate activities of its own employees, subcontractors, suppliers and offsite fabricators. Contractor shall use computers, E-mail, and Internet resources for administrative work. Notify Contracting Officer of important meetings, schedule events and activities. Furnish labor and materials and equipment required to plan and execute project management functions and coordination. Coordinate activities and manage resources to conform to contract, on time and within budget. The work includes all administrative provisions for coordinating construction operations.
1.2 ADMINISTRATIVE REQUIREMENTS
1.2.1 Government's Process
The Resident Engineer/Administrative Contracting Officer (ACO) and his staff will use the web-based Construction Contract Administration (CCA) software system called Resident Management System (RMS) for tracking and responding to communications from the Contractor and for submitting requests, responses, and information to the Contractor. The Contractor will use Resident Management System Contractor Mode (RMS CM). Refer to paragraph "REQUESTS FOR INFORMATION (RFI's)".
1.2.2 Contracting Officer
The Contracting Officer (KO) who signed this Contract is the primary Contracting Officer for the Contract. Nevertheless, any KO assigned to the Sacramento District and acting within his/her authority may take formal action on this Contract when a Contract action needs to be taken and the primary Contracting Officer is unavailable. All correspondence must be through the Contracting Officer or, upon notification, their authorized representative-either Administrative Contracting Officer (ACO) or Contracting Officer's Representative (COR).
