About this file

Summary

This is a Request for Quotation specifications document issued by the West Virginia Department of Homeland Security, Division of Administrative Services, on behalf of the West Virginia Division of Corrections and Rehabilitation for Pruntytown Correctional Center. The solicitation seeks bids to establish an open-end contract for the delivery of 14-inch pepperoni and cheese pizzas and 14-inch cheese pizzas to the facility located at 2006 Trap Springs Road, Grafton, WV 26354. Both pizza types must feature a hand-tossed crust with pizza sauce and meet minimum diameter specifications. Delivery is required between 11:00 a.m. and 2:00 p.m., with delivery charges included in the unit price. The contract is intended to provide an ongoing supply arrangement with no guaranteed minimum purchase volume specified, though estimated purchase volumes are provided on the pricing pages for evaluation purposes.

Contract award will be made to the vendor offering the lowest overall total cost for items meeting the required specifications. Vendors must complete the state-provided Pricing Pages (Exhibit A) in their entirety through wvOASIS or as an electronic document; failure to do so will result in bid disqualification. Payment will be made according to West Virginia state procedures, and delivery will be F.O.B. destination. Vendors must maintain sufficient inventory to fulfill obligations, designate a primary contract manager available during business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST), and provide quarterly reports and annual summaries of purchases. Late deliveries exceeding the designated window by more than one hour, or failure to remedy deficient performance, constitute grounds for contract cancellation. Items deemed unacceptable by the Agency will be returned at vendor expense with no restocking charge.
