This is a Request for Quotation specification document issued by the West Virginia Purchasing Division on behalf of the West Virginia Division of Highways for labor and tools associated with a block-laying project for the Heavy Maintenance Mechanic's Shop and Wash Bay (Project No. N081-BLD/GR-0.00). The project requires vendors to supply all labor and tools necessary to lay approximately 5,400 regular 8-inch concrete blocks across 27 courses to a height of 18 feet, including installation of 8-inch Dura-wall reinforcement every third course, three man-door openings with metal frames and concrete lintels, two 16-by-14-foot garage door openings with steel beam headers, 8-inch anchor bolts in the final course, and completion in accordance with the detailed specifications and attached drawings. Vendors must have been in business for more than three years to qualify. The West Virginia Division of Highways will provide all materials including blocks, Dura-wall, doors, lintels, anchor bolts, type S mortar, and the steel beam header, with the contractor responsible only for labor and tools.
The contract will be awarded to the vendor providing the lowest overall cost for labor installation as shown on the pricing page submitted through wvOASIS or as an electronic document. Payment will be made as a lump sum upon completion and acceptance of contract services. Vendors are responsible for all mileage and travel costs associated with contract performance, which may be included in their bid price. Vendors must designate a primary contract manager available during normal business hours and comply with all agency security protocols and facility access requirements. Contract default remedies available to the agency include immediate cancellation of the contract or release orders, and vendors must remedy any deficient performance upon request.
