About this file

This document is a set of specifications for a Parking Lot Repair/Replacement project for the City and County of Broomfield (CCOB), Project No. OAZ0085. The project involves comprehensive parking lot improvements at three locations: George DiCiero City and County parking lot, Depot Museum parking lot, and Outlook Park parking lot. The work includes removal and replacement of asphalt pavement, concrete curb and gutter, sidewalks, rockscaping, landscaping, irrigation, tree protection, ADA upgrades, signage, striping, traffic control, construction surveying, erosion control, and storm water management. The project requires obtaining various permits, including a Public Private Improvement Permit (PPIP) and managing environmental considerations, such as a 20-day environmental clearance, particularly for potential burrowing owl impacts at the Depot Museum lot.

The specifications outline detailed payment and measurement terms for multiple bid items, with most items to be paid as lump sum or unit price. Mobilization is capped at 5% of the contract amount for each lot, and the contractor must prepare a construction phasing plan that ensures continuous public access to government facilities. Optional items include 1-inch mill and overlay, aggregate base, cement treated base, and landscape/irrigation rehabilitation beyond the standard two-foot boundary. The project emphasizes restoring landscaping, rockscaping, and irrigation "in kind or better" within disturbed areas. Specific environmental management requirements include implementing a Storm Water Management Plan prepared by Kimley Horn and managing erosion control measures. The contractor will be responsible for coordinating and implementing all permit requirements, including state and local permits for the George DiCiero parking lot, which is noted as a priority.

SPECIFICATIONS

Parking Lot Repair / Replacement - Citywide Project No. OAZ0085

GENERAL INFORMATION

PERMITS

● Public Private Improvement Permit (PPIP) An umbrella PPIP has been generated for all three of the parking lots (George Diciero, Depot Museum and Outlook Park). Although this is a no-fee permit, the Contractor is responsible for preparing and providing all the information necessary for the PPIP, including but not limited to a Traffic Control plan and Erosion Control plan.

● Storm Water Management Plan (SWMP)

The George DiCiero parking lot is greater than one acre. A Storm Water Management Plan, dated April 1, 2025, has been prepared by Kimley Horn. The Contractor shall obtain all the supplemental documents, state permits, City and County of Broomfield (CCOB) permits, including coordinating, monitoring, managing and implementing all the requirements under this plan for the George DiCiero City and County (GDC) parking lot improvements.

COORDINATION

Environmental: An environmental assessment has been performed on each of the three parking lots. For the Depot Museum lot, burrowing owls may affect the schedule if work is performed prior to October 1, 2025. CCOB will obtain a 20-day letter for construction to ensure there is no environmental impact prior to the start of any work. Construction is expected to begin work within the 20-day environmental clearance. For the parking lots at GDC and the Outlook Park, there are no anticipated environmental impacts, however, CCOB will obtain a 20-day letter for each parking lot.

Construction Phasing: A phasing plan has been prepared as part of the GDC parking lot plans. The phases shown do not necessarily reflect the order it has to be constructed. The contractor shall submit a final construction phasing plan to CCOB for review and approval prior to any work at the George Diciero and Depot Museum parking lots. The work at the GDC lot will progress to completion without a break from each phase of the work. This phasing plan shall allow for public access into the DMV, Court House, and the Community Development entrances, at all times and during business hours, including during the City Council meetings, which are typically held two Tuesday evenings each month.

The Work at DiCiero City and County parking lot is a priority and the Contractor shall obtain all necessary permits and submittals to begin work upon a Notice to Proceed.
