About this file

This document is a set of specifications for road and street construction in Pinellas County, Florida, developed by the Pinellas County Utilities Department and aligning with Florida Department of Transportation standards for Fiscal Year 2025 Pavement Preservation Package 4. The project encompasses four specific roadway locations: two arterial roads (Belcher Road from Nebraska Avenue to Klosterman Road, and 49th Street N from 5th Avenue N to 38th Avenue N) and two local group projects (Eagle Lane & Birdie Lane and Local Group 210), totaling approximately 34.98 lane miles. The contract involves superpave asphalt concrete construction, milling of existing asphalt pavement, and utility adjustments such as valve box and manhole rim/cover modifications.

The specifications detail precise technical requirements for asphalt concrete, including restrictions on recycled asphalt pavement (limited to 25%), and establish payment terms for various construction activities measured per ton or per each unit. The contract specifies that fuel price adjustments are not applicable, and no extra payments will be made for various roadway configurations like intersections, cul-de-sacs, driveways, and medians. The work will be paid based on constructed and accepted quantities, with specific pay items for different road types and thickness levels, emphasizing a comprehensive approach to pavement preservation and infrastructure maintenance.
