About this file
This document is a detailed Invitation for Bid (IFB) from the Orlando Airport Aviation Authority for the procurement of eleven (11) 400 Hz Ground Power Units (GPUs) for Passenger Boarding Bridges. The procurement includes eight (8) 90 KVA units and three (3) 180 KVA units, with comprehensive specifications requiring commissioning and start-up testing by the selected vendor. The GPUs must be designed to service multiple commercial aircraft types, including CRJ90, B747, B777, B757, A320, A321, and A350, with a minimum life expectancy of ten years and a two-year warranty period commencing after successful testing.
The solicitation requires detailed technical submissions, including GPU specifications, manufacturer details, design characteristics, performance metrics, and environmental considerations. The units must conform to federal, state, and local codes, feature powder-coated construction, stainless steel hardware, and include 65-80 foot aircraft cables and column-mounted hoist control stations. Vendors must provide comprehensive documentation, including operation and maintenance manuals, quick reference sheets, and major component listings. The procurement emphasizes technical compliance, with specific requirements for electrical design, load capacity, operational reliability, and long-term support, including guaranteed spare parts availability and programming upgrades throughout the GPU's expected 10-year lifecycle.

1. GPU Design:
· Provide Ground Power Units (GPU) consisting of modular construction with solid-state components designed for 50/60 Hz to 400 Hz. The GPU shall include all input/output and ancillary control devices necessary for safe commercial aircraft service and operation.
· The GPU shall be the manufacturer’s latest design.
· The GPU shall have powder coated (arctic white) Galvaneal tube frame/powder coated Aluminum skin and panels, all hardware stainless steel with approval/Ratings IEC, ETL, UL, CSA. Standard frame that is galvanized and powder coated is also acceptable.
· Aircraft cables (65 feet for each 90 KVA and 80 feet for each 180 KVA) and column mounted hoist control station are to be included with each of the units. Cable hoists are not required to be included.
2. Load and Mounting Requirements:
· Recommended installation area on existing Passenger Boarding Bridges (PBB) shall not interfere with the operation of the PBB nor maintenance access to any PBB component/mechanism.
· The GPU shall be designed as an assembly to be mounted under a PBB outermost tunnel.
· Bridge mounting brackets shall be provided for all units.
3. Design Requirements:
· Twelve (12) Pulse Width Modulated (PWM) 400 Hz output solid-stated GPU shall be complete with coordinated components and accessories.
· Low-input current harmonics GPUs shall be PWM utilizing Integrated Gate Bipolar Transistor (IGBT) technology. Step wave inverter technology shall not be accepted.
· All components shall be new, unused and suitable for the purpose intended.
· Each GPU shall be capable of continuous operation at maximum rated output for twenty (20) hours per day, three-hundred sixty-five (365) days per year.
· GPU units shall be capable of servicing multiple commercial aircraft including, but not limited, to CRJ90, B747, B777, B757 A320, A321 and A350 (no aircraft smaller than the CRJ90).
· Units shall be electric powered, 400 Hz, 3-Phase 115VAC, 480VAC input
4. Life Expectancy:
· The GPU units shall be designed for a minimum life of ten (10) years with routine and periodic servicing.
· Spare parts shall be guaranteed for a minimum of ten (10) years after the last supply instance of the same make and model.
5. Warranty:
· Minimum 2-year warranty commencing after commissioning and start-up testing by Vendor. All repair parts and components shall be covered under this warranty.
· The Contractor warrants its workmanship and shall, without additional cost to Aviation Authority, reinstall, replace, repair, or other installation related defects that occur during the warranty period, including labor and parts.
· Contractor-furnished materials that develop defects during the installation or warranty period shall also be replaced without additional cost to Aviation Authority.
6. Testing and Commissioning
· The Manufacturer’s Representative shall certify that the installation of the equipment by the Aviation Authority’s maintenance provider is satisfactory; that the unit has been satisfactorily tested; that the equipment is ready for operation; and, that the operating personnel have been suitably instructed in the operation, maintenance, care, and safe operation of the equipment.
7. Programming upgrades and technical support shall be included throughout the lifetime (Lifetime of the GPU is defined and expected to be 10 years) of the GPU units at no additional cost to the Aviation Authority.
