About this file

This document is a specification for high-performance coatings for a repair hangar building at the 187th Fighter Wing, Dannelly Field Air National Guard in Montgomery, Alabama. The specification (Section 09 9600) was issued in March 2021 and revised on June 23, 2021, with associated addendums modifying various requirements.

The specification requires a three-coat moisture-cure polyurethane floor coating system for a storage room, consisting of a primer coat (3-5 mils thickness), base coat (17-19 mils thickness), and topcoat (3 mils minimum dry thickness). The coating system must meet stringent performance criteria including abrasion resistance of 18 mg loss per ASTM D4060, adhesion to concrete of 450-732 psi (with concrete failure preferred), coefficient of friction of 0.63 (James Friction Tester) and 0.94 (wet static), compressive strength of 13,500 psi, tensile strength of 6,250-8,000 psi, and water absorption of 0.2 percent over 24 hours. The primer/base coat must have VOC content of 0.41 lb/gal (49 g/L), while the topcoat must have VOC content of 0.05 lb/gal (6 g/L), meeting High Performance Sustainable Buildings requirements. The coating system must demonstrate excellent chemical resistance to inorganic acids, organic acids, alkalies, various solvents, and miscellaneous materials including fuel, oils, and cleaners. Contractor qualifications require minimum three years documented experience in manufacturing and application, with products sourced from a single manufacturing source to ensure uniformity. The specification includes comprehensive submittal requirements for product data sheets, verification samples, maintenance materials (1 gallon of each type and color for Government use), VOC content documentation, mock-up requirements (10 feet by 10 feet), and a five-year warranty covering bond to substrate and chemical resistance degradation. Field conditions restrict installation to temperatures between 55°F and 90°F, with these conditions maintained for 24 hours before through 72 hours after application, and require concrete curing for a minimum of 30 days prior to coating application with moisture content below 3 pounds per 1,000 square feet on calcium chloride testing or below 70 percent relative humidity.
